FACILITY USE POLICY 

General Information

The Roosevelt Island Operating Corporation (RIOC) operates the Good Shepard Community Center which is available for use by civic, business, community and other non-profit or private organizations from Sunday afternoon through Friday evening. Groups seeking to use the facility must be issued a permit by RIOC.  Fees for rental of the Community Center are as set forth by RIOC

Because of the uniqueness of the Community Center space, RIOC does not allow any activity or event that may result in damage or disturbance to the facility. All activities, events or entertainment at the Community Center must be appropriate for the facility.


Prohibited Events

  • Parties or dances open to the general public
  • Commercial use by private groups for the purposes of sales, promotion or negotiating sales
  • Political fund raising events

Smoking is not allowed in the Community Center at any time.


Liability Insurance

The facility renter is responsible for any and all damage to the premises, equipment or property and will be held liable for all actions, behavior and damages caused by event attendees. Applicants requesting facility use are required to complete a permit application which can be found at www.rioc.com and includes the provision of insurance covering public liability and property damage and naming RIOC/New York City/New York State/Empire State Development Corporation and the Division of Housing and Community Renewal as additional insured. In certain circumstances, RIOC reserves the right to request refundable security deposits.


Planned Activities During Rental

RIOC retains the right to control activities of the renting party in order to protect RIOC’s facilities from harm. Due to the historic nature of the building, RIOC reserves the right to control the use and location of props and decorations such as spotlights, audio/visual equipment, displays, banners, etc. The use of nails, staples, and the like on the walls of the Community Center is strictly prohibited. RIOC does not allow the use of open flames including gas burners or propane inside the Community Center.

Prior permission which may only be granted by RIOC is required for each event to serve food and beverages; to bring in special equipment or decorations, or to change the location of existing fixtures or furnishings.


Deliveries and Pick-Ups

Deliveries to the Community Center relating to the scheduled event may take place no sooner than 4 hours before the event and must be picked up within 8 hours after the event, or alternate hours as RIOC may approve in advance.

At the conclusion of the event, the renting party is responsible for dismantling and removing all event related equipment brought into the Community Center and returning the Center to its original set up and condition. All food and beverages must be removed from public areas. Renters must place all refuse in trash containers and remove trash from the premises.


Security

Based on expected attendance, RIOC will assign Public Safety Officers or other personnel as necessary to maintain the required degree of safety and protection during each function. These assignments will be made at the sole discretion of  RIOC.  All costs associated with security and/or such other assignments will be the responsibility of the renter. Facility occupancy limits must not be exceeded.
