3/7, east seawall, 580 Main St. Male in-house, smelling of alcohol, wanted PSD to prepare an assault report, stating a male resident had punched him in right eye with brass knuckles, chased him with beer bottle. Victim suffered lacerations over right eye. NYPD EMS were called, latter responded, and transported victim to Elmhurst Hospital. Subsequently NYPD responded, were directed to hospital. Officers searched the Island/buildings (east seawall, 580-560, entire 7th fl. level) with negative results. 3/8, hall/stairs, 560 Main St. Arrest. Officer responded to scene, upon arrival at P-7, officer observed two males fighting in hall, and requested/ received assistance. Officer noticed a box cutter in perpþs hand, victim bleeding from leg. Both males were apprehended. Victim was issued a þCþ summons, escorted to Elmhurst Hospital; perp was arrested, transported to 19th Pct. for processing/Central Booking. RIHM super cleaned area. 3/14, apt., 625 Main St., While officer was patrolling, he observed NYPD, EMS leaving site with two females (one arrested, another aided.) They had responded to an assault. One female resident had slashed the other with a knife. Both females were transported to Elmhurst Hospital, one to have injury treated, the other to the psychiatric ward. No more information was available from NYPD or EMS. Robbery 1st / Home Invasion 3/20, apt., 510 Main St. NYPD informed PSD of a past robbery which occurred on 3/5/5. NYPD and PSD are investigating, perps known to Department. Trespass 3/1, hall, 1st fl., 560 Main St. Arrest. Anonymous female phoned PSD, complained there was a group of youths next to AVAC. Officers responded, brought youths to PSD, issued them þCþ summonses, released them. 3/31, front of apt., 510 Main St. Arrest. Female phoned PSD, requesting officer, stated her sonþs ex-girlfriend has been ringing her bell/ phoning her apt. continually. This is an on-going matter that is in Family Court. NYPD was requested/responded, officer spoke with perp, PSD officer issued a þCþ summons to perp. Criminal Mischief 3/7, hall, 7th fl., 560 Main St. RIHM employee notified officer that male had hit a window at scene, breaking the outside glass, and had fled the scene. Officers searched area with negative results. Glass could not be repaired at present time, Super to be notified. Officers searched 510 to 580, 4th to 7th levels, a second time with same results. 3/14, Motorgate 1, rear elev., 688 Main St. Male in-house, stated he parked his car, upon returning he noticed it had been burglarized, windows smashed, center console pulled out, radio face plate removed. Vehicle belongs to UN Mission of Morocco. NYPD was notified, responded, when they arrived complainant had left scene. 3/14, Motorgate, level 6, 688 Main St. Female in-house, said unknown persons had searched her car and had left papers strewn about inside; she refused NYPD. Victim stated she had difficulty opening driverþs side door with key. Officer searched Motorgate at all levels for suspicious persons and trespasser with negative results. 3/15, apt./7th fl. hall, 540 Main St. RIHM Super radioed & notified PSD that a window on the 7th floor was broken, and would be fixed. 3/17, front door, 516 Main St. Resident notified officer glass pane had been shattered at scene; officer responded, verified same, but it did not constitute a hazardous situation. RIHM handymen at scene, taped glass pane until next day when glass would be replaced. 3/20, hall, front of 4th fl., 546 Main St. Anonymous female phoned PSD, stated that glass on hallway door was broken. Officer responded to scene, confirmed same. RIHM serviceman removed door to repair glass. Officer searched area to ascertain if there were any other broken doors with negative results. 3/28, hall, 560 Main St. Female phoned PSD, reported the cable had been cut above the front door of her apt., and was advised to contact the cable company. 3/30, southgate, 200 Main St. RIOC ACA radioed PSD, stated unknown person(s) had cut hole in the fence leading to MTA power station. Officers responded, searched area with negative results. NYPD responded, prepared report. Reporter will secure fence again. Disorderly Conduct 3/1, hall, 1st fl. rear, 560 Main St. Officer responded to scene for disorderly youths in hallway. Upon arrival officer encountered nine youths speaking and cursing loudly. Officer identified five of them. All youths left on officerþs orders. Harassment 3/5, lobby, 4 River Rd. Officer responded to report of intoxicated male harassing and being verbally abusive toward security officers. The latter stated unidentified male was visiting at 10th floor (no apt. number available). Perp had previously been asked not to drink alcohol in front of building, 15x23 tour officers responded, but perp was not at scene. Search was conducted with negative results. Reporter refused NYPD. 3/5, apt. door/hall, 510 Main St. Officer responded to scene, did not find any person(s) in hallway. Female complainant stated she did not want another female going to her apt. continually. Latter had been in relationship with her son; they had broken up; victim refused NYPD. Officer advised the woman to call NYPD, and/or obtain an Order of Protection if other female persists. 3/6, V stairs, 4th fl., 580 Main St. Male resident notified PSD that a male resident had threatened him by lunging at and menacing him. Victim then reached for a licensed gun, causing perp to leave, taking another male with him. Complainant stated perp continually loiters in front of his apt., leaving trash in front of the door. Officers responded, searched 7th, 4th floors, and all stairwells with negative results; 114th Pct. responded, prepared report. 3/12, Tram, 300 Main St. Tram Supervisor phoned PSD, stated a female passenger informed him she was threatened while on Tram. Officer was dispatched; upon arrival, woman had left. Supervisor did not have knowledge of occurrence. Subsequently a woman in- house screaming, claiming she was the person who was threatened and that no officer had responded. Duty Officer asked her to please sit down, offered assistance, which she refused and departed. Petit Larceny 3/15, store, 563 Main St. Manager of Card & Gift Shop in-house, said unknown person(s) had cut the string holding together bundles of newspapers and had taken 16 Daily News, two New York Times and three New York Posts. Reporter stated it has been happening for the past two months. Value of newspapers taken was US$11.00. NYPD was refused. 3/17, hall front of apt., 7th fl., 510 Main St. Female in-house, reported desk (value of US$150.) had been delivered on 3/16 at 2:30 P.M. Delivery service company notified her of delivery; when she arrived the desk was not there, but there were pieces of cardboard in hallway. Reporter called RIHM, they suggested she contact PSD. Victim will go to 114th Pct. to have report prepared. 3/26, Motorgate 1-A, rear, 688 Main St. Female resident phoned PSD, reported her van had been burglarized while at Motorgate since 3/11. The CD stereo (value of US$180), as well as battery booster (valued at US$80), 12 CDþs. Complainant also said the van was locked. Officer checked vehicle, there was no sign of forced entry/tampering. Van has an operational alarm system. NYPD responded, prepared a report. 3/27, storage room, 575 Main St. Officers responded to scene, Blackwellþs Asst. Super saw door ajar/ unsecured, opened same, found room in disarray, as he has at other times. He had last checked the room on 3/22. Two victims stated that several items were missing, #1 was missing speakers, #2 was unsure of what was missing. Fire 3/30, street, 645 Main St. Driver of private waste service notified PSD truck was on fire. Officers responded; FDNY was at scene and had extinguished fire. Cab had caught fire, there was heavy smoke. Driver and helper refused EMS, there were no injuries. No property damage to RIOC or Board of Education property. Alleged Unlicensed Cigarette Sales 3/02, apt., 546 Main St. Patrolling officer was informed by anonymous female, that resident in the building has been selling cigarettes from his apt. at all hours to underage youths. Tour supervisor was notified. NYC Finance Dept. to be notified. Arrest by other agency þ cross reference with 3/8/5 Investigative Report, #05-0229 under reckless endangerment: 3/10, 680 Main St. This invertigative report is #05-0238. 3/23, apt., 546 Main St. Arrest. NYPDþs Narcotics Unit was observed at scene; sergeant made inquiry and discovered search warrant was being served. Subsequently, NYPD in-house, the aforementioned had resulted in an arrest of a male resident. Civil Matter 3/28, apt., 595 Main St. Female in-house, reported male has been harassing her and her daughter, threatening her on phone/E-mail. NYPD called, officer responded, checked phone messages, found no threats. Complainant was advised to take matter to Civil Court. Custody Investigation 3/27, hallway, 4 River Road. Male non-resident in-house, relating to an agreement he and his wife have regarding his having the right to see their children over the weekend. When he arrived his wife/children were not in the apt. Complainant stated he wold go to court on 3/28. Damaged Lock 3/6, lobby, 576 Main St. Officer responded to scene, resident was standing by. Officer tried to open door with tenantþs key with negative results. Duty Officer was notified, and informed RIHM. Super called PSD stating lock would be fixed early the next day. Dispute 3/1, apt., 480 Main St. Female resident in-house on behalf of her mother, who is having a dispute with male tenant over the price of moving reporterþs mother to another apt. in Eastwood. Sgt. advised the male to seek assistance via Small Claims Court. 3/1, apt, 560 Main St. (Cross Complaint þ This is an on-going dispute.) Female in-house, stated female (ex-tenant) phoned her threatening her with physical harm. Female had called NYPD. Other complainant in-house as well. NYPD responded, advised both parties to file civil complaints. 3/25, courtyard, 556 Main St. Aided. Officer responded to scene for a dispute call at scene. Upon arrival he encountered a group of 20-30 underage and youths screaming, playing, with several arguing. Officer called for assistance, several officer responded. Youths were escorted off-Island by the officers. Male underage youth complained that another child had struck him on face. Victimþs mother at scene, requested EMS, they responded, examined youth, transported him to Elmhurst Hospital. NYPD at scene. Update by Sgt. at 2250 hours, victimþs mother, when informed by Sgt. he would recall NYPD, became irate. Victim could not identify any of the youths. 3/30, Tram platform, 300 Main St. Officers responded to scene. Upon arrival, Tram supervisor said a female did not pay fare and was involved in dispute with Tram operator. Female stated she daily boards Tram with seven children. Supervisor took six Metro Cards (one of which was defective.) Female paid supervisor for one trip. Matter solved. Domestic Dispute 3/12, apt., 580 Main St. Officers responded to scene for report of verbal dispute between two sisters, mother requested officers to ask Sister #1 to leave premises, NYPD prepared a Domestic Incident Report. Argument continued, NYPD responded again, prepared another report, and sister #1 agreed to leave the premises. 3/31, apt., 510 Main St. Upon officerþs arrival at apt., female stated her sonþs ex- girlfriend phoned her apt. 14 times that day. NYPD was requested/responded, prepared Domestic Incident Report. Sgt. arrived at scene, noted that matter is in Family Court. Escort 3/18, street, front of 530 Main St. Officers responded to Queens Transit bus Q-102 that was stopped at scene. Bus driver requested uncooperative male be removed from same. Officers complied, escorted man to subway. Found Property 3/1, park, opposite 645 Main St. Officer found a purple Pokemon book bag at scene, brought it to PSD, Sgt. secured same. 3/2, street, 579 Main St. Anonymous female in-house, surrendered a check book she found. Officer reported owner was not at home, concierge was advised. Property secured by Sgt. 3/18, bank, ATM, 619 Main St. Resident in-house, stated she had found a bank Visa debit card at the ATM. Duty Officer received same, Sgt. secured it at PSD. 3/19, lobby, 580 Main St. Anonymous female in-house, stated she had found a bag in the lobby. Sgt. notified, opened bag, inventoried its contents, found US$153.00 and misc. items. Subsequently bagþs owner in-house, signed for and retrieved the property. Fraud 3/28, apt., 540 Main St. Male in-house, notified PSD that approximately US$326.64 was missing from his NY National Bank account. Money was reported withdrawn from ATM machine in the Philippines by NY National Bank; 911 was notified/responded. Officer prepared a report. Victim closed and changed account. Gas Leak 3/17, apt., 546 Main St. Resident in-house, said she smelled gas in her apt. Officers responded and did indeed smell gas; RIHM handyman at scene, stated there were two small holes in gas pipe. He corrected condition; windows were opened to dissipate the gas smell. Graffiti 3/10, hall, 7th fl., 546-540 Main St. Hazardous Condition 3/2, 4th fl., rear, 560 Main St. While on patrol, officer observed two males exit an apt. with unlit cigarettes, advised them they could not smoke in premises. Upon officerþs return, he observed them smoking in hall, escorted them to apt. where they obtained their IDþs, and escorted them to PSD but did not issue them summonses because of a language barrier, individuals were admonished and released. 3/13, street, front of 543 Main St. Anonymous male in-house, reported there was a hole in street in front of the Chapel. Upon arrival officer confirmed same. Area was cordoned off. RIOC Condition Report filled out. There were no injuries. Investigation 3/1, apt., 546 Main St. RIHM super notified officer there were many papers in front of apt., requested apt. be checked, key was obtained, apt. was entered by super and officer, there was nobody at home. Apt. was re-secured by super. 3/5, street, 546 Main St. Officers responded to scene, involving a taxi and RIOC bus #6. Bus driver thought the bus had been struck by the taxi. After investigating, no accident had occurred. Joe, bus supervisor, was advised and taxi driver was requested to leave premises. 3/5, apt., 510 Main St. While patrolling, officer observed broken window in apt., rang bell with negative results. Window had cardboard covering inside/outside. RIHM service man responded, taped window; window to be fixed on 3/7. 3/6, stairwell B-3, 595 Main St. Resident phoned PSD, officer responded, tenant stated there was urine in lobby, and he was Secretary of Westview Task Force. He further wanted to have PSD attend the weekly meetings. Complainant was referred to Sgt. Reporter stated he would speak with property manager on 3/7. Officer searched from 1st to the 7th floor for other urine incidents with negative results. 3/8, apt., 546 Main St. Female in-house notified Duty Officer her son, who suffers from epilepsy/ seizures was not answering phone/nor door. RIHM notified the Super who responded to scene with officer, they entered apt., there was no one at home. Victimþs mother was satisfied, and apt. was locked and re-secured. 3/13, adj. park, 500 Main St. Male in-house, stated that plastic bubble had broken in the park slide, and that it had jagged edges. Officer responded, was unable to remove bubble. RIOC Condition Report filed. 3/14, Motorgate 8-B, 688 Main St. While on motor patrol, officer observed a long rope þ 40-50 feet þ tied to railing at scene, as well as some smaller pieces tied in knots. Officer conducted search of area, did not see any suspicious persons. Motorgate night foreman was notified. Officer removed rope, brought it to PSD. 3/19, apt., 560 Main St. Male in-house, said he believes his childþs mother is in violation of his court-ordered visitation rights, because she has abused the child. Previously mother had been in-house, reported child was sick and could not make scheduled visit with her father. Officer responded to location of chidþs residence. Mother stated that she was sick with the flu. Child did not appear to be abused in any way or fashion. Both parties referred to Family Court again. 3/20, lobby, 625 Main St. Missing property. Male in-house, said he left a blue hanging tag handicapped permit & a special plaque with concierge for safe-keeping (concierge not there at present time.) Upon victimþs return on 3/18, permits were missing. Complainant will contact NYPD. 3/24, tennis club, 281 Main St. R.I. Racquet Club manager phoned PSD, reported he saw two suspicious males enter club. Officer responded, spoke with reporter, who stated he had seen men wandering around, opening lockers, etc. Manager asked them if he could help them, they replied þnoþ and left. Officers conducted search with negative results. 3/29, front of 560 Main St. Duty Officer notified all officers of possible þgun-runþ at scene. Reporting officer advised all officers of possible male perp. NYPD at scene speaking with youths at listed location; walked a male fitting the description to patrol car. He was released, NYPD did not find any warrants or weapons reports for individual. 3/30, sidewalk, 625 Main St. Concierge notified PSD she had seen male walk by the building (he is involved in a civil matter with resident and both were referred to Civil Court.) Officer searched Island with negative results. A picture of male is attached to the investigative report. 3/30, rear grounds, 500 Main St. Reporter was in park with his children, saw a resident male looking around Blackwell House and East Sea Wall. Officers responded, asked for/received ID from male. Officer learns that man feeds cats on the Island. Officers were dispatched to ascertain if there was damage to the house, area. There was none. Male was admonished, he left area. 3/31, hall, 4th fl., 560 Main St. Sgt. at desk heard a possible gun-run at scene over NYPD scanner, gave description of possible perp. Five NYPD patrol cars on Roosevelt Island; they searched area with negative results. On 3/29, a similar call had been made to NYPD. Lights Out 3/9, hallway, line 2, 546 Main St. Sgt. was notified by RIHM Super that all lights were out at scene, and the electric company was en-route to reset the electric box. There were no injuries. Lost Property 3/1, street, 580 Main St. Anonymous male in-house, handed over to Duty Officer a Municipal Credit Union Card belonging to female resident. On two occasions officers responded to residentþs apt., who was not at home. Card was secured by Sgt. 3/2, street, 40 River Rd. Female resident in-house, gave wallet to Sgt., a Sgt. and an officer inventoried same, property was turned over to victimþs niece, who has power of attorney, the latter signed log book for wallet. Noise Complaint 3/3, apt., 540 Main St. Female in-house, complained that for the past three months she has heard very loud noise at night emanating from the apt. above. Another officer and reporting officer also heard the noise, they proceeded to the apt. above. Resident opened door (there were two children, 7 and 15 years old, with her; she apologized and said she would correct the situation. 3/13, apt., 560 Main St. Anonymous male notified PSD of loud music. Officer responded to indicated apt., spoke to resident, who complied, lowered music. PSD received another complaint, officer responded and resident shut it off. 3/16, apt., 575 Main St. Female phoned PSD, complained that tenant in apt. above has been playing loud music for several hours. Officer responded to scene, whose resident did not open door for five minutes. Officer asked him to turn down music, he complied and apologized. 3/31, apt., 540 Main St. Female in-house, complained about loud music coming from unknown location. Officer looked for source, found it emanated from 7th floor, verified apt., rang bell, requested music be lowered. Officer informed tenant, if it persists, it will be referred to RIHM. Overweight Vehicles 3/29, bridge opp. 688 Main St. Off Island. NYC Dept. of Transportation Engineer stated that over-sized vehicles not meeting weight requirements are using bridge. DOT Sgt. at Post-1 in area enforcing said rules, and will return on April 1st and periodically after that date. Property Damage 3/16, entrance to roof, 688 Main St. Officer on patrol observed wood arm leading to roof parking had been broken. Motorgate attendant was notified. It is unknown how the arm was broken. 3/21, sidewalk, 300 Main St. RIOC bus driver radioed PSD, reported there was a 911 solar telephone pole on ground at Tram; he had not seen anyone or vehicle come into contact with pole. RIOC maintenance report was filed to have pole removed. 3/25, bus #3, 566 Main St. RIOC bus driver notified officer to report damage to the bus because it was damaged while a wheel-chair bound male hit the door damaging the glass. Heþd notified bus supervisor of fact, bus to stay in service, glass had not been shattered. EMS refused by passenger. Reckless Endangerment 3/8, bus garage, 680 Main St. Cross reference with 3/10 Investigative Report, #05-0238 under þArrest by other agency.þ RIOCþs Director of Human Resources and Deputy Director of PSD and officer responded to the bus garage to menþs locker/bathroom at the request of a bus driver, to investigate a report of a firearm being discharged in locker room. Upon arrival, they were shown several small holes in shower stall and wall. Reporter stated on Jan. 15, he and perp were sitting on a bench, and that the latter had a hand gun which he fired. NYPD was requested and responded, investigated and prepared report; cordoned off the area to search for evidence, and removed perp to 114th Pct. for investigation of matter, a complaint of Reckless Endangerment was prepared. 3/26, street, 510 Main St. Complainant notified officer that three male youths had thrown rocks at his vehicle and had fled. He was traveling north-bound. Victim could not identify any of the youths, refused NYPD report. Runaway 3/10, group home, 40 River Rd. Counselor reported to PSD that underage female youth had run away. After phoning her mother she stated she was lonely, picked up her belongings and left. PSD conducted a search of the Island with negative results. NYPD responded, prepared a report. Sexual Abuse 2nd 3/15, apt., 560 Main St. NYPD officers in-house, requested information regarding a sexual-abuse case. Officer escorted NYPD officers to apt., where underage female opened door. Victim confirmed that perp had fondled her body, private parts since she was 7 up to the present. She is now 13. Perp is a friend of her fatherþs, and used to live with the family. Youth told her father recently about the abuse. NYPD Sgt. referred matter to detectives, instructed them to pick up perp where he lives or where he works. Perp recently returned to New York from Dominican Republic. Smoke Condition During these dates and locations, smoke conditions occurred. No damage/injuries. 3/3, apt., 540 Main St. Unauthorized Move-Out 3/26, apt., 510 Main St. RIHM Super responded with officer for report of unauthorized move out. Officer spoke with resident, who stated he has been ill in Florida, undergoing medical treatment, and that he had corresponded with RIHM administration (Geoff), who had told him to þdo what he had to do.þ Officer spoke with Super, who refused to authorize move out. Ultimately tenant moved a moving truck from breezeway to legal spot. Resident was advised by Sgt. that matter would be handled by Complaint Agency. Unsecured Premises During these dates and locations premises were found to be unsecured while PSD officers were patrolling. 3/8, apt., 560 Main St. Unsecured Vehicle 3/4, Motorgate 4-D, 688 Main St. During these dates and locations at Motorgate, vehicles were found to be unsecured while PSD officers were on patrol. 3/18, Motorgate 4-A, 688 Main St. Urinating in Public 3/13, bus #3, 400 Main St. Arrest. Officer responded to scene to monitor broken down RIOC bus, and observed a male urinating on Main St. against construction site, and approached male, requested ID, which male supplied. Other officers responded, perpþs female companion became argumentative and was warned to cease and desist or she would be summonsed. Perp refused to sign summons, and drove away. Vehicle Accident 3/10, Motorgate 5-C, 688 Main St. Female resident phoned PSD, said that unknown driver had struck her car the night before, which had sustained damage to left front quarter panel. She stated she would go directly to 114th Pct. to have a police report prepared. 3/16, ramp, opp., 2/4 River Rd. Officer radioed PSD, reported an accident at ramp. Two officers responded. A car and a van collided with each other in the ramp. Each driver claiming the other was on the wrong side. School bus had two passengers inside / a student, and a matron. Both vehicles sustained some damage. Student said her neck hurt. NYPD responded, prepared a report. 3/23, front of 580 Main St. Officers responded to scene for report of vehicle accident between a taxi and a school bus. School busþs driver said he put out the þStop Sign,þ it struck the taxiþs right side rear window; 911 notified, NYPD responded, prepared report. Vehicle Damage 3/4, leading 36 Av. Bridge, off-Island. Male phoned PSD, stated he was driving across to Island bridge, he claimed his vehicle hit a pothole in middle of roadway, and unknown object went through a plastic casing, which did not allow vehicleþs hood to close. Officer spoke with DOT supervisor who had been working in area all day and he did not see any pothole which could have caused said damage. Victim stated he would report incident to 114th Pct. directly. Sgt. examined car, observed that it appeared to be in order. Violation - Order of Protection 3/30, street, 560 Main St. Female phoned PSD, said male had approached her underage son. Latter was in violation of order of protection. Reporter phoned NYPD directly, officer responded / prepared report. Reporter notified District Attorney. Officers conducted a search for perp with negative results. Water Leak During these dates/locations, water leaks occurred at these locations.
