November 15-30, 2004
Criminal Mischief 11/16, Motorgate, 7-P, 688 Main St., Petit Larceny. Woman reporting she parked her car at scene on 11/1 and that she believed she had locked same via remote key tag. Upon returning on 11/16, she noticed gas cap cover was open. Upon further investigation, she noticed glove compartment's contents and other areas were in disarray. Complainant further stated a CD case with approximately 36 CD's (approx. value US$360), was missing, as well as Motorgate card. Officer checked vehicle, there was no sign of forced entry. Complainant stated car did not have an alarm. Officer checked area with negative results. NYPD was requested, responded, prepared report. 11/18, Southgate Park, 200 Main St. While RIOC employee was on þwalk-thruþ fence inspection, he observed several fence clamps had been tampered with, causing fence to be partially insecure. Officer responded, saw that four out of six clamps had been unbolted by unidentified perp/perps. Area was checked for unauthorized access with negative results. 11/21, garage exit, 688 Main St. While exiting Motorgate, officer observed exit gate bar on the ground; he notified attendants. The latter stated they were unaware of any vehicle having knocked down the exit bar. Upon reviewing tape, it was found that a vehicle with NY license BER-5531 (not known if it had been a Jaguar, Hyundai or a Lexus). Motorgate manager refused NYPD report. Mgr. to review records to ascertain who is owner. 11/23, Motorgate, 2-A, 688 Main St. Officers responded to scene. Upon arrival complainant stated his car had been broken into; officers verified that car's radio (valued at US$300) was missing. NYPD was refused when report was written. A slim jim ripped open the rubber lining over window area. Officer checked area for possible perp(s) with negative results. 11/24, Motorgate, 5-C, 688 Main St., Petty Larceny. Male, in-house, reported that his car had been ransacked while parked at Motorgate; he further stated the vehicle's alarm system had been disarmed and 6 CD's and US$5.00 in quarters were missing, and documents were strewn about in vehicle. Officer inspected vehicle, there were no signs of forced entry. 911 was notified, responded. 11/26, breezeway, 546 Main St. Delivery man notified Duty Officer that upon returning to his scooter, he had seen group of unknown youths (13-16 years of age) tip it over and run south-bound. Complainant stated scooter had previously been damaged (it had gray tape in various places). Officer requested Sgt's. presence, victim refused NYPD. Officer searched area with negative results. Restaurant owner instructed not have delivery men park scooter on sidewalk/breezeways or sidewalks. 11/30, apt., 560 Main St. Officers responded to scene for possible break-in. Victim stated he was unable to gain entry into apt., because toothpicks/twigs had been inserted in both locks. RIHM Super, handyman responded, NYPD also responded. Search was made of area with negative results. Apparently unknown person had tried to gain entry into apt., but was unsuccessful. Victim stated nothing was missing. Grand Larceny 11/30, Motorgate 5-D (old), 688 Main St., Criminal Mischief. While on patrol officers saw a car with broken passenger's side front window, papers strewn about inside. They responded, prepared report. Disorderly Conduct 11/23, Tram, 300 Main St., Arrest. Tram Manager requested assistance, regarding passenger refusing to pay fare. Officers responded, reporter advised female was having difficulty with MetroCard, and ultimately went through gate without paying nor permission and would not exit Tram cabin, nor purchase a one-way fare. Ultimately perp issued a þCþ summons and transported by EMS to Mt. Sinai Hospital. Harassment 11/26, apt., 4 River Rd. Female in-house, reported non-resident female went to victim's apt. door, threatened her with serious physical harm, and had called her two months ago with the same threat. Victim requested NYPD report and they responded, complainant did not report any injuries. Petty Larceny 11/23/4. Motorgate, 3-D, 688 Main St. Officers were informed by victim she had left her vehicle unsecured, and US$10.00 in change was stolen. Officers searched area for possible perp with negative results. 11/25, Motorgate, 5-D, 688 Main St. Female informed officer she parked her vehicle at scene. Upon returning, the right passenger door was unlocked; after examining vehicle she discovered that one pair of US$84.00 jeans, 20 CD's, and various personal documents were missing; 911 was notified. Complainant stated she would notify 114th Pct. directly. 11/30, Motorgate, 6-B, 688 Main St. Motorgate attendant phoned PSD, reported that a vehicle had been broken into. Officer responded, saw victim's vehicle without a cover to rear portion. Victim said he had parked it on 11/29. Upon returning in the morning, he noticed back cover, and cooler missing. He also stated he would notify NYPD later, he was in hurry. 11/30, Motorgate, 7-A, 688 Main St. Male resident phoned PSD (also Motorgate Manager) that a C/D player (valued at US$250) had been removed from his car. Officer responded, found þplastic surroundþ on passenger's side window had been broken off and window pulled slightly pulled out. Complainant refused NYPD. Accidental Damage 11/24, lobby, 546 Main St. Officer responded to scene, saw that right glass panel of outer door, mechanism that holds door had been broken. There were no injuries. RIHM Super was notified. Consumer Complaint 11/24, card shop, 563 Main St. Wheelchair-bound male in-house, complained that personnel at the shop refused to take care of him. He stated there were 15-20 people in the store. Officer responded with victim to the store, there were no other clients there. Victim played his Lotto numbers, and was referred to NYC Consumers Affairs (311). Disabled Vehicle 11/29, street, opposite 2/4 River Rd. Resident in-house, reported a disabled vehicle at bottom of ramp, which was tying up traffic. Sgt. responded, the truck had a broken universal. The truck's owner was a L.I. enterprise, they were notified and assistance was en-route. Several officers were directing traffic. Dispute 11/27, dry cleaners, 571 Main St. Officer responded to scene for dispute between patron/owner over damaged item. Complainant states she dropped off garment, when it was returned it had a torn sleeve and it had not been cleaned. Complainant demanded restitution, proprietor refused. Officer spoke with proprietor. Ultimately officer informed both parties, matter was not a police matter, that it should be referred to Small Claims Court or Better Business Bureau, etc. No further incident. Domestic Dispute 11/24, apt., 560 Main St. Female in-house, complained her husband had thrown her out of their apt. during verbal dispute. Daughter translated, both parents are deaf. NYPD responded, advised both parties neither could throw out the spouse from apt., since both are on lease. Wife was allowed to return to apt. They were referred to family court. NYPD wrote a Domestic Incident Report.
Found Property 11/17, street, 609 Main St. Male RIOC employee found an American Express and a Discover card at scene. He surrendered same to PSD sergeant, who contacted customer service representative of the latter, who would notify owner. Cards were turned over to Deputy Director. 11/18, bank ATM, 609 Main St. Anonymous Island House female resident in- house, reported having found a platinum Capital One card at NY Bank's ATM. Sergeant notified, tried to obtain owner's phone number , could not get past bank's automated menu. Victim's card was turned over to Lt., who secured same. Officer phoned bank manager, who said he knew victim, would ask her to pick up the credit card at PSD. 11/20, front of subway, 400 Main St., off-Island. Male resident in-house, surrendered a purse to Duty Officer and stated he had found it at scene. Latter contacted concierge at Westview to notify owner, who is a resident. Purse contained miscellaneous items, but no valuables, same was secured at PSD. 11/30, sidewalk, 694 Main St. Anonymous female in-house, said she had found a leather key-wallet at scene. Same had three yellow keys, one NY Public Library tag. Sgt. secured wallet at PSD. Graffiti 11/21, construction, 400 Main St., Arrest. Officer reported having observed two 16-year old male non-residents writing graffiti on construction wall. They were placed under arrest, processed at 19th Pct. and both parents were notified. Hazardous Condition 11/25, construction site, 900 Main St. While patrolling the North Sector, officers noticed that a 10-foot section of fence at scene had collapsed as a result of high winds. Sgt. and officer attempted to correct the situation with negative results; they cordoned off the area. There were no injuries.
Investigation 11/16, west seawall, 4 River Rd. Officers responded to scene for a past hit and run, at approximately 3:30 p.m. Upon arrival, male underage youth stated that he was going down the hill at rear of building, and a grey station wagon had struck him on left side. Vehicle continued north-bound without stopping. Victim did not make note of license plate number. Youth had a slightly swollen left knee. EMS responded, parents refused medical attention on youth's behalf. Search for vehicle was conducted with negative results. 11/19, adj. 6-hr. parking, 688 Main St., Possible Larceny. Male in-house, said he had parked at scene, and upon returning noticed bicycle valued @ US$110.00 was missing from trunk, and that the front driver's side area had been tampered with. Officer, however, did not see any signs of forced entry. Complainant had contacted NYPD, which responded, but report was declined. Victim was unsure if he had left doors open upon parking. 11/23, betw. 566-400, 566 Main St. Athletic Director of Child School in-house to report a complaint from his students that they are being harassed by youths who are residents of R.I., at scene on school days. They call them names, etc. Officer advised the Director to instruct the students to come into PSD as each incident occurs so that proper action can be taken by PSD. 11/24, apt., 20 River Rd. Officers responded to victim's apt., who stated she had received phone call þpatched throughþ from her office from unknown male who stated he had her Blackberry E-Mail Device (lost property, 11/24/4 I.R.), and was willing to return same for US$50.00. Perp instructed complainant to call him on 11/26 and to meet him in front of 576 Main St. Victim requested NYPD officer, who responded to write report. Lock-out 11/16, apt., 546 Main St. Health Care worker in-house, stated she had gone to dispose of the trash, accidentally locked herself out of the apt. RIHM was notified. Officer, RIHM Super responded, opened door. Officer confirmed health care worker's identification, checked resident. All was in order. Lost Property 11/23, bench outside 400 Main St. Female in-house, stated she was sitting on bench at scene reading book and had two shopping bags on ground; the bags contained various items valued at US$700.00. She further stated there were many people in area and perhaps bags were inadvertently picked up by accident. Sgt. searched area with negative results. Missing Property 11/22, gate near subway, 400 Main St. Male in-house, stated earlier he had left three children's bicycles at scene. Upon returning two of them (valued at US$120 total), were not there. They had been chained to gate with small kids' lock that could be broken easily. NYPD was refused. Sgt. was notified, he checked island with negative results. Noise Complaint 11/26, apt., 540 Main St. Female notified officer that for the past week, above residents have been excessively noisy. Officer responded to the apt. above, spoke with husband/wife, who are seniors, have no children in apt. Complainant was informed of the afore-mentioned and instructed to call during late tour, so a location can be established for noise. Open Container 11/26, hallway, 560 Main St. Officer on patrol observed two males drinking from bottle at scene; asked them if they were residents, requested identification; they complied. Officer instructed them to dispose of the bottle. Sgt. was summonsed to scene, he admonished the men, requested they leave premises without further incident. Property Damage 11/15, seawall, pool, 40 River Rd. Unknown male informed Duty Officer he has observed three males throw an object at the pool and break something. Officers responded, searched area with negative results, there was no damage. 11/15, office, 546 Main St. Resident notified officer of possible attempt to enter the R.I. Disabled Association's office. Officers responded, found hole on left side of wall. Association's President was notified. RIHM handyman boarded up hole. It is not known how damage occurred. 11/28, Motorgate 7-C, 688 Main St. Female stated she had returned to her car to find damage to its right rear bumper, which had not had damage. She refused NYPD report, and signed statement to that effect in officer's Memo Book. No further incident. 11/28, east seawall, 688 Main St. Officer was patrolling and observed downed light pole and cordoned off the area with cones. It is not known if it had fallen due to having been struck by vehicle or the high winds. 11/28, roof, 505 Main St. While officer was on patrol, resident phoned concierge regarding a loud bang she had heard emanating from her terrace. Concierge informed porter to go to 16th floor roof, latter placed a heavy object on top of styrofoam. A huge block had blown from roof, and at 501 Main, glass door was cracked. There were no injuries. Smoke Condition 11/18, 7th fl. AVAC, 560 Main St. Officers responded to scene of smoke alarm with RIHM Super and numerous porters. Upon arrival they noticed a slight scent of burnt paper, which was probably placed under sensor to set off alarm. Officers searched for burnt paper with negative results. 11/28, apt., 580 Main St. PSD received alarm from alarm box. Officers responded, resident was standing in hallway and said he had burned bread in toaster. It caused smoke condition. Officers searched area, all was in order. Stray Cat 11/22, sidewalk, 475 Main St. Duty Officer advised officer of a cat at scene, officer picked it up. Duty Officer notified Animal Care & Control, agent responded, removed cat. Suspicious Person/Investigation 11/29, Child School, 585 Main St. Tech Coordinator at school in-house, stated there was a suspicious male knocking on school window trying to sell candy to the children. The former demanded the man leave, he complied. Several officers responded, searched numerous areas, including all parks for man, with negative results. It is unknown what intent the man may have had or where he was from. Theft of Service 11/23, lobby, 580 Main St. Officer was notified that two males had left without paying taxi fare of US$13.00, and responded. Officers responded to lobby, victim appeared to be in hurry, nor could he identify perp, and victim could not wait any longer and he would take the loss. No one was injured. Unruly/Boisterous Youths 11/27, lobby, elevator, 540 Main St. While patrolling, officer was informed by resident there was a fight in progress at scene. Officer responded, found several underage youths fighting. Resident complained youths were playing in elevator, alarming disabled seniors who were in elevator. Youths were brought to PSD, all parents notified, and youths were picked up at PSD. No further incident nor injury. Unsecured Premises 11/20, gated area, rear of 280 Main St. While patrolling, officer observed journalist/island resident (known to PSD) exit from scene, which may not have been secured correctly. Area was recently under construction. Officer noticed chain hanging free from fence, in closed position. Officer checked for suspicious items with negative results and secured fence. Unsecured Vehicle 11/15, Motorgate 3-B, 688 Main St. Officer on patrol noticed that front driver's side of vehicle was down, but there was no sign of forced entry; vehicle appeared to be in order. Motorgate Manager was notified. Vehicle Accident 11/17, sidewalk, 595 Main St. Resident flagged down officer, reported that van had struck light pole while trying to park, causing pole to lean to right side and bulb and lamp to fall to ground. Officer notified PSD, officer spoke with Deputy General Counsel, who contacted RIOC engineer; who said he would have condition corrected on 11/18. Driver's documentation was in order, no summons was issued, photos were taken. Water Leak 11/29, apt., 575 Main St. Blackwell Management Super phoned PSD, reported a large puddle of water in an apt. Officer responded, entered apt. with Service personnel, who checked apt., but did not find any sign of leak. The latter will have to cut through the wall to fix leak.
