October 19-31, 2002

Trespass

10/22, 4th fl., P stairwell, 560 Main St. Arrest. Officer on vertical patrol observed four youths at scene, ordered them to leave area, two complied. However, one perp and one youth re-entered. Officer caught perp #1 and youth #1, exiting P stairwell at 4th floor. Other officers responded, the young men were escorted to PSD, where perp #1 was issued a ūCū summons, youth #1 was issued Juvenile Report, and both were released.

Criminal mischief

10/24/4. street, 595 Main St. Anonymous female in- house, reported group of youths had thrown eggs from 595 Main Streetūs third floor, striking her vehicle. Upon responding, officer observed two or three youths from window, officer conducted vertical patrol with negative results.

10/28, Motorgate, 688 Main St. Officer responded to scene for report of criminal mischief. Upon arrival saw damage to vehicle. Sgt. responded, NYPD requested. No injuries. NYPD had not responded when report was written.

Harassment

10/20, lobby, 555 Main St. Arrest. Concierge phoned PSD, stated male was harassing him, using foul language, and threatening him with physical violence. Officer issued him a ūCū summons and released him to his brother.

10/20, apt., 510 Main St. Female in-house, stated her son had physically attacked her and fled. NYPD responded, prepared domestic violence report. NYPD informed victim Detective Squad would contact her. Subsequently female in-house, demanded locks to apt. be changed. Her son had given keys to apt. to third party. RIHM Super notified, denied new locks, female was not on lease. Victim secured door with chain. RIHM will advise victim about sub-leasing at later date.

10/27, apt., 40 River Rd. Aggravated. Officers responded to femaleūs apt. for an on-going situation. NYPD has numerous reports! Sgt. requested NYPD, officer responded to prepare report. Officers searched stairwells with negative results.

10/28, hallway, 560 Main St. Female resident phoned PSD to complain that while returning to her apt. on 7th floor, she was confronted by tenant from another apt. who threatened her. This is an on-going situation, she refused NYPD. Officer rang bell of the other resident, there was no reply. Both residents have been referred to court and NYPD at various times.

10/30, hallway, 560 Main St. Male in-house stated he was walking in 7th floor hallway, saw female approaching him from elevator, who began yelling she was taking him to court, etc. This is an on-going situation, both have filed reports. NYPD was notified, had not responded at time of report, complainant was referred to court.

Petty Larceny

10/24, 3rd floor laundry, 560 Main St. Male in- house, stated he had placed laundry in two different dryers at 3:00 a.m. Saturday, upon returning at 6:00 a.m. to retrieve clothing, he found some clothing missing. Complainant refused NYPD.

Arrest

10/21, subway station, 400 Main St., off-Island, Sexual abuse. Arrest by NYPD. Female resident in- house, stated she had been approached by male (homeless) who sexually assaulted her. Officers responded, searched area, at new dock area. PSD officer took him into custody, held him until 114th Pct. officersū arrival, who arrested him. EMS responded, victim refused medical assistance.

Arrest Outside Agency

10/26, apt. within Eastwood Complex, FBI agent contacted PSD sergeant regarding a Federal Arrest warrant issued for perp, whose identity is known to Public Safety Dept. Perp, who was cooperative, was taken into custody by agent, assisted by PSD.

Cross-complaint

10/19, hall front of apt., 560 Main St. Both parties in-house, #1 victim stated victim #2 had splashed juice on his front door, victim #2 claimed victim #1 used foul language and called her vulgar names. Officer advised both to stay away from one another and wrote an incident report.

Domestic Dispute

10/20, apt., 475 Main St. Concierge at scene, informed officer two residents were engaged in fight. Upon their arrival, they saw items strewn about. Female, victim #1, said victim #2 (estranged spouse) was visiting, became irate because she had served him with divorce papers. Neither victim was hurt. NYPD arrived, prepared report.

10/26, apt., 595 Main St. Officers responded to apt. for report of dispute. Upon arrival lease holder stated she and brother had verbal dispute. However, victim wanted him to leave. Subsequently the male removed his belongings from premises.

Downed Light Pole/Live Wires

10/27, breezeway, 560 Main St. Officer on patrol saw free-standing light pole lying in dirt with both lights lit. There was no sign of impact on same and base had extensive rust corrosion. RIHM night supervisor was at scene. Area was cordoned off. Electricity was turned off by DeRusso electrician. No further damage was incurred nor any injuries. RIHM Super was notified.

Found Property

10/24, Tram cabin #1, 300 Main St. Tram Supervisor notified PSD that anonymous woman gave him a knapsack she found, contents of which were checked by sergeant and officer at PSD and contained several credit cards, several checks, driverūs license, and US$20.00. Knapsack secured at PSD, Sgt. called victim, who reclaimed, signed for property, all contents were in bag.

Gas Leak

10/25, apt., 540 Main St. RIHM employee requested assistance in entering apt. for gas leak; there was no reply. Officer, RIHM Mgr., and Super entered apt., stove was covered with papers and pilot was out. Maintenance man disconnected stove from Main Line.

10/28, apt., 551 Main St. Officer responded to scene with RIHM Super and several service personnel. Door was opened with crow bar. Apt. was entered, gas was leaking from stove, and it was turned off. There were no injuries, nor property damage.

10/23, 7th fl. hallway, 560 Main St. Resident #1 in-house, said she was walking in hall, when female resident #2 approached her using foul language accusing the former of leaving trash in front of her apt. NYPD was requested for harassment, NYPD responded, spoked with Resident #2. This is an on-going situation between the two families.

10/28, 560 Main St. Male resident, and employee for ACS in-house, the latter was searching for a 14-year old who supposedly lives alone. RIHMūs Super checked lease, verified youth lives with his mother and are only residents in apt. The investigation originated from mother of 25 year old female making above report.

10/28, front of Goldwater Hospital, 200 Main St. Goldwater police officer phoned PSD, requesting officers respond relating to shots fired. Duty Officer refused, instructed him to call 911, also cautioned PSD officers. Multiple 114th Pct. NYPD officers responded to scene. Per NYPD Sgt. declared report to be unfounded. Duty Officer contacted Goldwater, informed a sergeant.

10/31, sidewalk, 625 Main St. Officers responded to scene for report of a childūs unknown condition. Upon arrival, underage female child was sitting with concierge, who had seen girl outside building by herself for approximately one hour; and parents, who had luggage, and apparently were leaving. During their discussion, mother went into lobby. Mother was informed by officer that PSDūs Youth Officer would be contacting her.

10/31, deli, 579 Main St. Officer responded to scene, Store Manager stated two male youths had entered store, removed unspecified number of egg cartons from shelf. Manager informed them they could not purchase eggs, one youth pushed the latter, threw US$4.50 on counter and both youths ran north-bound. Officers searched area with negative results.

Lock Out

10/30, apt., 540 Main St. Female in-house, stated she was locked out of apt., asked for RIHM presence, Super responded. Upon officer and Superūs arrival, they encountered resident, who had found her keys.

Missing Property

10/20, apt., 2 River Rd. Female in-house, stated jewelry and misc. property was missing from apt. Officer phoned Manhattan Park, spoke with Manager, there was no record of apt. being painted by contractors, but will check receipts. NYPD was notified, victim left before arrival.

Operating Vehicle While Intoxicated

10/19, Blackwell Park, 500 Main St. Arrest; B summons issued. Officer Arrested male while intoxicated, and driving a vehicle on grass at Blackwell Park, and subsequently taken to 19th Pct. Officer prepared Arrest report on line, which was later voided, perp was issued a traffic moving violation summons and released. Perp agreed to pay RIOC for all damages caused to their property.

Property Damage

10/28, Motorgate, 6-B, 688 Main St. Officer responded to scene, upon arrival saw a piece of stone on top of front hood of vehicle by Motorgate office. Complainant showed officer spot where his car had been parked. Officer took photographs. EMS, NYPD were refused. Information not obtained was due to the fact complainant stated he had to leave the premises.

Reckless Endangerment

10/31, sidewalk, 580 Main St. Officer on Eastwood patrol observed male youth (#1) running from 580 Main, screaming that another youth #2 (whom he named) had hit him on face with an egg. Other officers responded in search, apprehended youth #2, who was escorted to PSD. Youth #1 complained that his eyes were irritated, EMS was notified/responded, was transported with mother to Mt. Sinai. Youth #2 was admonished to stay away from victim. Youth #2 is residing off-Island, his father was present. Matter referred to Youth Officer

Smoke Condition

10/20, apt., 556 Main St. Female in-house, reported a possible fire at apt. Officers responded, there was smoke condition (burnt paper in oven,) and there was no damage to property, no one was injured. Officers opened windows to disperse smoke.

10/20, apt., 595 Main St. Officer responded to scene, resident stated he was broiling in oven, grease ignited, causing heavy smoke condition. Resident used fire extinguisher to put out fire. FDNY responded, Chief declared fire extinguished. No property or injuries. RIHM Super at scene.

10/24, apt., 540 Main St. Officers responded to apt. for smoke emanating from apt. Resident stated she had inadvertently left food on stove. Officers checked premises, all appeared in order.

10/29, apt., , 546 Main St., Officer responded to scene, resident was cooking, left food unattended, causing smoke condition. RIHM Super notified. There was no property damage, nor any injuries.

Suspicious Males/Investigation

10/24, top of ramp, 688 Main St., Officer observed male taking photos of the rear of Keyspan Plant, approached him. Male showed officer he was photographer for Shaw Environmental Command Homeland Security Services. They were contracted by Keyspan. Maleūs identification was confirmed. Director Fry, Lt. Suarez notified.

Un-licensed Motorist

10/30, street, crosswalk 546 Main St. Arrest. Officer observed motorist failing to observe a Stop Sign, requested male motorist to provide the necessary documents. Motorist could not surrender his driverūs license. He phoned his spouse to bring it to R.I., which she did. Motorist was issued a summons and released. There were no injuries or damage.

Vehicle Accident

10/20, Motorgate, 3-A, 688 Main St., left scene. Female phoned PSD, stated she had parked vehicle on 10/17; upon returning on 10/20, she noticed damage to her vehicle in several places. Officer took photo, NYPD was notified. Complainant would contact insurance company.

10/21, Motorgate, 8th level, 688 Main St., left scene. Male complainant notified officer he had parked his vehicle on 9/07. Upon returning on 10/20, he noticed it had suffered damage; 911 was notified and picture taken.

10/22, street, 543 Main St. Female phoned PSD, reported she was backing into parking space when another car was entering same space. Both parties refused EMS, NYPD or to exchange information. There were no injuries or damage.

Water Leak

10/27, apt., 546 Main St. Officer responded to scene for report of water leak, which was found in the apt. Resident was not at home. Officer and RIHM maintenance personnel locked and secured apt.

10/28, apt., 546 Main St. Officer and RIHM personnel responded to scene for report of water leak, apt. was opened. Resident was not at home. Toilet was removed. Service corrected condition, re-installed toilet, locked and secured apt.
