Your Residents Association seeks your views on these matters as guidance for its work with public officials. . The "Roosevelt Island Open Spaces Law" (Chapter 493 of the NYS Laws of 2002) provides that open spaces surrounding the Island's landmarked structures are to be kept open and available for public recreational use. This includes all land surrounding the landmarked Octagon ruin. RIOC has approved a proposal to build a 13-story apartment building in Octagon Park in a project that would include restoration of the landmark but would cover much of the open space on the site. Question: Should the NY State Legislature refuse to amend this law so that Octagon Park will remain open space? . The Roosevelt Island Youth Program (RIYP) is eligible for a $1.65 million City grant to expand and improve its facilities. Availability of the funds depends on the Youth Program's having a long-term lease on the space to be renovated. More than ten years ago, RIOC promised to give the Youth Program new space at 504 Main Street (the former Lilies School) if they would vacate their premises to permit the creation of the Cultural Center. As of this date, RIOC has refused to provide the lease for the promised location, although no other renters have been found for that vacant space. Question: Should RIOC grant the Roosevelt Island Youth Program a long-term lease to expand its facilities into 504 Main Street (the former Lilies School)? . Recently, three possible plans were presented for development of a new park at Southpoint Park. One plan envisions a semi-circle of "commercial space" at the park entrance. Question: Should Southpoint Park be protected from commercial development, except for park-related food and recreational facilities? . Roosevelt Island is patrolled by officers in the Public Safety Department (PSD) paid for by levies on our buildings. Question: Are you satisfied with the current level of service provided by Public Safety? . The responsibilities of the Roosevelt Island Operating Corporation (RIOC) include maintenance of our sidewalks, plazas, streets, green areas, Motorgate, etc. (RIOC is not responsible for maintenance of residential buildings). Question: Are you satisfied with the current level of maintenance of the Island provided by RIOC?
