Assault

10/2, front of 7th floor apt., 540 Main St., Robbery. Resident male phoned Duty Officer, stated he had gone to visit friend at 540 Main St., victim and male perp became engaged in verbal dispute, when perp assaulted him by striking him in face with a small handgun. He sustained injuries to right eye, back of neck, right ear. Perp removed US$300 from victim's pocket and former's keys fell, and perp took and fled. Nine-one-one was notified, responded, and went to apt. where incident occurred, and perp had been seen, perp fled. NYPD, PSD officers searched area with negative results. Victim refused medical assistance. NYPD to prepare report. NYPD, PSD sergeant, and NYPD's Anti-Crime units also conducted search with negative results. RIHM Super was to change locks at both 510 and 540 apartments.

10/8, hall near AVAC, 510 Main St., Male resident phoned PSD, requested officers respond to his apt. Complainant said male had struck him with closed fist in the back of the neck. Victim stated he had called 911 twice. He refused EMS. Perp had assaulted and robbed victim on 10/2, case was assigned to 114th Detective Kristopherson, who was also notified by victim. Complainant also said prior to recent assault, he had seen perp, called 911, NYPD responded, prepared report. A search for perp of area and Island had negative results. On 10/2, a gun was displayed, several areas were searched with negative results. NYPD officer prepared a report for assault.

Robbery

10/14, 13th fl. hall, 540 Main St. China I's Manager phoned PSD, stated restaurant's delivery man had been robbed the night before at 11 P.M. Officer responded to 609 Main St., spoke to former and victim. Reporter said victim was making delivery, upon arriving at 13th floor, two males exited from stairwell, put cloth over his mouth, checked his shirt for money. Delivery man managed to pull off cloth, screamed. Unknown resident opened door, perps fled via stairwell without the money. Victim rang apt's. bell to deliver food, resident stated he had not called for delivery. Manager stated that due to language barrier, victim had not contacted anyone. Reporter translated for officer. Victim was not injured, refused NYPD.

Criminal Mischief

10/2, apt., 580 Main St. Female stated to officer that anonymous person had inserted unknown substance in her apartment's bottom lock, it could not be opened and that she did not know who had done it. Officer checked the condition, confirmed same. Victim stated she would inform RIHM later on the same day.

10/4, 200 Main St. Officer on patrol saw that Southgate Access Box had been pushed to ground. There were no tire marks in area. Officer searched area for perp(s) with negative results; filled out Grounds Report, RIOC ACA notified, said it would be repaired on 10/5, which it was.

10/4, ramp, 536 Main St. RIHM porter requested a response to scene. Officers complied, porter said he arrived at building at 700 A.m., saw plastic awning had been slashed in several places. RIHM Ass't. Super, Sgt. Rivera at scene. Area was searched with negative results.

10/8, hall, 7th floor, 510 Main St. Officers responded to scene for possible dispute. Upon arrival there was no one at scene, however, hallway inner window glass was shattered. RIHM personnel responded, measured window, returned with wood, proceeded to board up window. There were no injuries reported. Officers searched area for perp(s) with negative results.

10/9, Motorgate roof, 688 Main St. Male in-house, reported that upon returning to his car, he had seen a broken beer bottle behind his vehicle. Officer responded, searched area, found broken beer bottle glass all over ground. Officer inquired at Man-Park to ascertain if there had been a party the night before. Motorgate attendant did not see anything on the evening before. NYPD refused. No perps were located at scene.

10/14, apt. door, 510 Main St. Duty Officer asked officer to respond to scene. Upon arrival, male resident informed officer he had gone out at 11 A.m., door bell was in order, upon returning at 11:30 A.m., the door bell face was missing from door. RIHM Super notified. At approx. 7:35 p.m. reporter phoned PSD, reported he could not exit from his apt., and that unknown person had put crazy glue in his lock. Officer at scene, confirmed the afore-mentioned. RIHM maintenance man arrived at scene. Follow-up: On 10/15, RIHM Super requested PSD officer to respond to apt. for damage to lock inside apt., etc. Officer responded, confirmed damage. RIHM to replace lock.

10/14, hall, 7th floor, 580 Main St. Female resident advised Duty Officer of broken glass at scene. Officer responded, found numerous broken light bulbs strewn on floor and the hall was dark. RIHM was notified, porter responded, cleaned area, and replaced light bulbs. Officer searched area with negative results.

10/17, hallway, 560 Main St. Anonymous female phoned PSD, reported something was burning on first floor at scene. Officers responded, found burned tape that had caused minor damage to elevator door. RIHM was notified.

Disorderly Conduct

10/5, front of Deli, 579 Main St., Arrest. Officers responded to scene of a dispute. Upon arrival, underage youth was observed attempting to assault male. Youth resisted arrest, fled south and was stopped by reporting officer, who searched him, finding small package of þallegedþ marijuana in youth's possession. Youth's mother was contacted, stated she was on her way to PSD, but never showed. Youth's sister responded to PSD at 10:30 p.m., however, refused to take custody of youth. At 11:00 p.m. youth was transported by two officers to Administration for Children Services, was picked up there at 4:05 A.m. by his mother, who was counseled by case worker.

Harassment

10/1, front of lobby, 560 Main St. Male resident in-house, reported he and wife were being harassed by another male resident's two brothers. Reporter had had a previous altercation with the brother. The brothers threaten to assault him if he were to testify against their brother. NYPD notified, responded, prepared report and advised victim to call Asst. District Attorney.

10/2, apt., 560 Main St. Female resident in-house, stated her son was stalking her, and had threatened to kill her; 911 contacted and were responding. Victim, however, refused to stay until NYPD responded.

10/2, laundry room, 555 Main St. Female in house, reported another female resident had hit her on her face with closed fist. Officer observed some redness. Victim refused to press charges, refused NYPD, EMS, but did sign reporting officer's Memo Book. Perp stated she had only pushed victim when the latter had used foul language at her.

10/3, apt., 560 Main St., Aggravated. Non-resident female in house, said her mother has been receiving threatening phone calls from male, who states he knows where she lives. Man does not identify himself. NYPD responded, prepared report.

10/11, apt., 540 Main St. Officer was escorting complainant to apt., they observed what appeared to be saliva on door, lock, and door handle. It is unknown who the perp could have been. RIHM concierge was asked to notify Super of incident.

10/12, lobby, 555 Main St. Concierge phoned PSD, complained male resident was harassing him at scene. Officers responded, victim stated perp (who was visiting a friend) was intoxicated, and using foul language at concierge. Officer advised perp to leave premises, and he complied. Complainant refused NYPD.

10/17, apt., 510 Main St. Male phoned PSD, stated male perp was at scene banging on door, and stated perp was threatening him. Complainant stated perp had been released on bail for an on- going incident. Officer advised victim to call Detective at 114th Squad to file another complaint.

Grand Larceny

10/15, Tram token booth, 300 Main St. Officers responded to Tram. Cabin operator had reported her knapsack, which she had left in unlocked drawer in booth, was missing; (contents: bank debit and Visa card, US$15.00 and other misc. items.) Victim stated for years, she had left her property in unsecured booth without any incident occurring. Subsequently victim was advised by Chase that debit card was used to purchase two US$21.00 Metro cards from an MTA machine at unknown location. NYPD responded, prepared report.

Fire

10/7, apt., 580 Main St. Officers responded to apt. for report of possible fire, knocked on door, resident opened it; stated all was in order. The latter had accidentally burned food on stove, but extinguished the fire. No injuries to report nor property damage.

10/8, apt., 510 Main St. Female phoned PSD, reported a fire in apt., PSD officers responded and encountered the smell of a substance burning. FDNY responded, Captain stated wires that were þclumpedþ together had melted, C. Abdul from RIHM was also at scene. EMS was refused. All was in order. RIHM made electrical repairs.

Arrest by NYPD

10/12, PSD, 552 Main St., Arrest by NYPD. PSD had previously been advised by 114th Detective of Open Warrant for male non-resident for incident that had occurred last week, and if sighted, to detain said perp Upon perp entering PSD, Desk Officer contacted 114th Pct. Squad, confirmation given and perp was taken into custody by PSD officers. Subsequently 114th Pct. Detective responded, took perp into custody. There were no injuries reported to perp or PSD personnel.

Educational Neglect

10/5, apt., 560 Main St. Social Worker for the Administration for Children's Services in- house, said she needed to see children under 18, who have not been ttending school. Female also stated unnamed source had said other had possibly moved to country in South America. RIHM super, Youth Officer escorted social worker to apt., knocked on door, there was no reply, and a new top lock had been installed. Access to apt. could not be gained. Social worker stated she would return at future date.

Elevator Malfunction

10/15, #1 elevator, 688 Main St. Motorgate Asst. Mgr. phoned PSD, officers responded to elevator at 3rd floor, the door was not opening. They spoke with male inside who appeared to be all right; 911 was notified. FDNY responded, opened door, victim exited and refused medical aid.

Eviction

10/6, apt., 560 Main St. Officer responded to scene for Eviction, upon arrival, RIHM serviceman was there with moving and storage personnel. The person who had been evicted was informed by RIHM personnel to go to Housing Court to rectify the situation. Person left without any incident. Marshal was not present at eviction.

Found Property

10/4, apt., 551 Main St. Concierge phoned PSD, informed Duty Officer that apt. keys had been left in the door. Officer responded to apt., there was no reply. Keys were put in a sealed envelope, indicating apt. number, and given to concierge; who notified RIHM Super.

10/6, Unknown, Male in-house, officer was able to determine he had found cellular phone on Main St., (address unknown.) Phone was locked in Sergeants' closet. Next tour's sergeant was notified.

10/11, laundry, 3rd fl., 540 Main St. Resident in-house, informed Desk Officer he was removing his clothes from dryer when he noticed that a gold-toned bracelet had fallen out with his clothes. Sergeant accepted the bracelet, secured same in Sergeants' Cabinet, and made log entry regarding property.

Graffiti

10/7, rear of bldg., east seawall, 510 Main St. Officer and trainee were patrolling when trainee observed female youth writing graffiti at scene. Youth was escorted to PSD, and her guardian was notified. RIHM Super was notified/responded, stated if youth were to completely clean up graffiti, RIHM would not prosecute her. Youth complied, and was escorted home by Youth Officer, and guardian. The former notified youth's mother of the graffiti incident.

10/14, stairwell D-7, 510 Main St. Officer on patrol checked stairwell, found graffiti at scene; notified RIHM service, took picture, searched the stairwell with negative results.

Investigation

10/9, pool shed roof, 36 River Rd. Officer responded to scene for report of youths on roof of pool shed throwing rocks. Upon arrival, officer observed youth on metal shed roof. When the latter saw officer arriving, he jumped off roof, ran towards Octagon Soccer Field. Officer saw youth approaching him and stopped him. Youth #1, identified himself as being 10 years old, youth #2, also identified himself as 10 years old, and as non-resident. Youth #1, #2 were escorted to grandmother's apt., (youth #2 is his cousin). Grandmother was advised of occurrence. Youth Officer to follow up on on this incident.

10/10, off-Island, New Jersey and Florida. Male resident phoned PSD and reported abuse in New Jersey and Florida (over a two-month period) of his 9-year old daughter by her mother and boyfriend. The victim was defending her father. NYPD was notified, P.O. Dickens arrived, advised father to file complaint with Administration for Children's Services in New Jersey, because that is the state where the mother has residential custody of the child. Officer did not see marks on child.

10/13, Tram turn-around, 300 Main St. Officer observed male setting up a tripod with camera facing towards 59th St. Bridge and Manhattan; approached male, who explained he had NYC permit to take photos for a TV show. Male showed permit to officer, who told him he also needed RIOC permit and escorted him to RIOC office to obtain a permit.

10/16, front of toddler park, opposite 645 Main St. Officer observed three underage youths þtusslingþ with underage male victim. Upon arrival, officer heard they were calling victim names. Officer escorted all youths to PSD, notified their parents. Victim was escorted home by Sgt. Other youths were released to respective parents, after being admonished. There were no injuries reported.

11/18, Motorgate, 7-A, 688 Main St. Resident phoned PSD to report a þpossibly suspicious vehicle.þ He identified himself as a Homeland Security Officer (Immigration shield #03364.) The van (commercial plates) had been summonsed by Sgt. on 8/31, for blocking other vehicles. Motorgate manager stated the reporter had been at Motorgate office. Officer contacted 10 River Road porter, who confirmed his residence in building, but could not verify employment information. Office spoke with reporter, who seemed irate and stated he would contact NYPD directly.

11/18, lobby, 555 Main St. Officers responded to scene for complaint of harassment. Complainant #1, Concierge, stated Complainant #2 was harassing him. Complainant #2 stated he was trying to apologize for past incident. Officers advised both complainants to avoid contact with each other.

Lost Property

10/2, front of elevator, 540 Main St. Male in-house, stated he had left garment bag at scene, which contained several pieces of clothing/shoes with a total value of US$225; had gone to his apt. Upon returning to scene, the bag was not there. Officer searched from 560 to 510 Main St., as well as Thrift Shop, with negative results.

10/7, Red Bus, Main Street, Found. Female resident in-house, stated she had perhaps lost purse on a red bus in the morning; the bus was checked, however nothing was found. In the afternoon, anonymous female rang victim's doorbell, stated she had found bag at 560/4th floor. Victim stated there was property missing, i.e., ATM bank card, US$900 in checks, etc. Victim was going to RIHM to have locks changed, since apt.'s keys were in the purse.

Missing Property

10/8, apt., 510 Main St. Female phoned PSD, reported her cellular phone missing. Victim said it had been on living room table, before FDNY, PSD Sgt., and RIHM's C. Abdul had responded for an earlier fire. After the afore-mentioned left, victim could not find her phone. Officer contacted all parties involved with negative results. Subsequently female resident of apt. where fire occurred reported that her aide found phone in her kitchen.

10/15, apt., 30 River Rd. Resident phoned PSD, to report robbery of property, US$40.00 in coins and a lap-top. Officers responded, notified 911, they saw no forced entry. Building Super at scene. NYPD had not yet responded.

Open Container

10/17, adjacent to water tunnel, 801 Main St., Arrest. Officers observed two illegally parked vehicles at scene, investigated, saw three females, three males sitting in vehicles, one male had an open liquor container. Officer issued him a þCþ summons, two parking violations summonses were issued to drivers of the vehicles.

Physical Dispute

10/13, RIOC bus, 543 Main St. Officer responded to bus stop at scene for report of physical dispute between two youths on board the bus. Upon officer's arrival one youth was on sidewalk, the other youth exited Bus #3, they resumed fighting. Officer escorted them to PSD, issued each a Juvenile Report; contacted both mothers, who responded, each youth was released to his respective mother, both refused medical attention on their behalf.

Property Damage

10/10, west seawall, 575 Main St. Anonymous male in-house, stated he had seen a light pole (#RW14) on the ground. Area was cordoned off.

Property Retrieved

10/13, apt., 560 Main St. Mother of male victim who was involved in dispute with resident in-house. She was to retrieve her son's property from resident's apt. The latter had agreed to allow victim's mother entry. Mother was escorted by officers to apt., and assisted her. Mother signed PSD Log Book. Occurrence was without incident.

Runaway

10/5, street, 40 River Rd. Officer escorted Group Home counselor to subway, who was searching for female youth, who had boarded a red bus south-bound. Search was made with negative results. Counselor was advised to call PSD immediately if runaway were to be sighted. No information could be obtained at the time. Counselor also stated the matter would be handled by them.

Smoke Condition

10/2, sportspark, 250 Main St. Officer responded to scene for possible smoke condition at scene. Female permit-holder stated that staff member had turned on halogen light switches and saw smoke emanating from lights. Officer evacuated premises. FDNY recommended room be secured until electrical repairs could be made. RIOC VP, PSD's Lt., RIOC Maintenance Supervisor were notified. Permit holder agreed to use office area of Sportspark, and to cancel activity scheduled for Oct. 3. No one was injured, area was secured.

Suspicious Males / Investigation

10/6, 36th Avenue Bridge, adjacent to 686 Main St. While patrolling, officer was stopped by FDNY members, who informed officer there were two unknown males filming on the bridge facing northward. Sergeant responded, spoke with the men, advised them of sensitive situation. The men left scene.

Theft of Service

10/11, Motorgate, 688 Main St. Officer was patrolling at scene, when officer saw a long orange extension cord plugged into a Motorgate outlet. Officer followed cord to a battery charger system connected to a vehicle. Officer disconnected all equipment, notified Motorgate attendant, brought equipment to PSD, where it was secured by Lt. Suarez. Motorgate management attempted to contact vehicle's owner with negative results.

Toilet Overflowed

10/2, apt., 576 Main St. Anonymous female in-house, reported seeing water on 576 laundry-room floor. RIHM Super (who had gone apt. to apt. to find from which water was emanating), Maintenance Employee, PSD Sergeant at scene, entered premises, saw toilet overflowing, corrected condition. Adults were not at home, just underage children.

Unlawful Possession of Possible Marijuana

10/6, west seawall, 555 Main St., Arrest. Officer patrolling observed male youth smoking alleged marijuana. Officer requested assistance, one officer responded. Youth was taken into custody, escorted to PSD, Juvenile Report prepared, a 2" cigar paper that was rolled around alleged marijuana was vouchered at 114th Pct. Youth was released to his mother.

Un-licensed Driver

10/15, west seawall, exit opposite 645 Main St. While on patrol, officer observed vehicle traveling on sea wall, stopped same. Driver did not have a driver's license, was issued three summonses; passenger, who was vehicle's owner, was issued summonses as well. They were released.

Unsecured Premises

10/9, school, 536 Main St. Anonymous female phoned PSD, stated Island Kids School window was open. Officers responded, searched premises, all was in order, no damage had been done. RIHM serviceman was at scene to fit lock on window, and secured premises.

10/15, apt., 546 Main St. Officers observed apt. door open, knocked on door, no reply, requested Sgt. presence, they searched apt. Resident was not at home, door was slammed shut. Officer returned to apt., resident at home, and had left door open, she found everything in order upon her return.

Unusual Occurrence

10/9, Southgate, south of 200 Main St. Officer attempting to enter Southgate in PSD vehicle, observed Motorized Gate in open position with two bicycles chained to the fence. Officer took photograph. Sergeant notified bicycles' owners, escorted them to scene. Bicycles were removed, gate did not sustain any damage. One bicycle had a small scratch.

Urinating in Public

10/5, west seawall, 501 Main St., Arrest. Officer observed male urinating in public, notified Duty Officer, other officers responded arrived at scene. Responding officer issued a þCþ Health Code summons to perpetrator.

Vehicle Accident

10/8, front of hydrant, 200 Main St. Male phoned PSD, reported vehicle was slightly damaged (small dent, scuff marks) while partially parked at scene. Reporter said he parked behind small red car. G W Hospital Police advised reporter to advise PSD. Officer responded, at that time there was no vehicle parked behind reporter's car. Reporter refused NYPD, stated he would have his car repaired on his own.

Verbal Dispute

10/2, apt., 580 Main St. Male resident informed officer that male perp was in mother's apt. engaged in verbal dispute. PSD, NYPD responded to scene. The perp was escorted from apt. and boarded subway train off Island.

Water Leak

10/15, apt., 576 Main St. Officer responded to scene, RIHM Super, handyman already there. Resident was not home. Leak was located in bathroom wall. The apt. was locked and secured, RIHM service to fix leak.
