Public Safety Blotter
September 16-30, 2004

Assault

9/27, courtyard, 556 Main St. Female youth and mother in-house, stated another female youth had called her on cellular phone, during which latter was asking for a 2nd pair of jeans, which had been given to victim by unknown RIHM porter. Victim gave Duty Officer the jeans, accompanied by a note. Victim was not happy at receiving only one pair of jeans (valued at US$100.00), and was demanding said amount for the other another pair of jeans. At that point perp had become enraged, had struck victim in the head, causing victim to fall to the ground, at which time perp had dragged victim by the hair. Mother contacted PSD. NYPD responded to scene, prepared report. NYPD knocked on perpþs door with negative results. EMS examined youth, transported her to Elmhurst Hospital. NYPD officer advised victimþs mother to call 911 if perp is seen, and to go to Court to obtain an Order of Protection. A letter from perp was attached to Incident Report.

Criminal Mischief

9/22, Motorgate, entrance, 688 Main St. Motorgate manager phoned PSD, stated unknown person(s) had damaged entrance stanchion. Officer responded, observed curb of island cracked, stantion on ground. There were no vehicles parked in vicinity.

9/23, Motorgate, 7-A, 688 Main St. Officer on patrol observed a vehicle with a driverþs side flat tire. Officer notified owner, escorted him to Motorgate. Tire had large hole in it. NYPD was refused, Motorgate attendant was informed.

Harassment

9/21, hallway, 560 Main St. Male resident in-house, stated male had jumped at his wife as if he was going to strike her. An unknown male had held him back. Reporter met perp in lobby, inquired about the incident, the perp replied with an ominous statement. Reporter stated as well that he, perp, and another male in his family have an on-going dispute; and that he would call NYPD when his wife returned.

9/21, community room, 576 Main St. Female informed officer that she was at scene giving a baby shower for family member, that female resident was outside playing a boom box at its highest capacity and that music was so loud that baby shower had to be discontinued. PSD was not notified during incident.

9/21. street/sidewalk, 510-580 Main St. Female informed officer that female has been harassing her son and her family for months. And that on 9/21 perp had informed her sonþs schoolmate that she was now driving, for him (her son) to look out for her around his school. Reporter phoned NYPD, informed officer of the above, requested an IR be written.

9/16, Motorgate, elevator, 688 Main St. Male resident in-house, reporter stated while exiting Motorgate and entering elevator, he and his family were approached by three young males. One spoke to him in a threatening and incoherent manner. More words were exchanged, but no physical contact was made, but he wanted to file a report at PSD, and refused NYPD.

Grand Larceny

9/18, inside store, 563 Main St. Officers responded to in front of 567 Main St. for verbal dispute. Upon arrival male employee of store stated he had observed on tape male resident take 100 phone cards valued at US$300. Officers arrested individual, escorted him to PSD. Officer responded to store, reviewed tape, which indeed confirmed perp had taken two packs of phone cards at 50 cents each for a total value of US$350. NYPD was notified, responded, however owner refused to have perp prosecuted if he returned the phone cards. Officers responded to perpþs apt. and retrieved the phone cards.

Alarm

9/25, 524 Main St. Officer responded to alarm at New York Public Library. Upon arrival, saw that gate and doors were secured. Officer notified attendant, who stated he would send person to re-set the alarm.

Car Stop

9/16, street, 552 Main St. Officer stopped a car, requested license, registration, insurance from male driver, who failed to produce same. Sgt. at scene, handcuffed motorist, escorted him to PSD. NYPD was requested, responded. Officer searched for warrants, with negative results. Motorist was issued four summonses and subsequently released. Towing company was contacted/responded, towed vehicle off island.

Domestic Dispute

9/19, lobby, 40 River Rd. Female asked concierge to contact PSD. Her boyfriend brought two homeless people to her apt., who refused to leave. Officers retrieved baggage from vehicle at Motorgate, individuals were escorted to subway, were warned not to return. Victim called NYPD. No injuries were reported. Victimþs boyfriend remained in apt. with victimþs permission.

Elevator Malfunction

9/16, elevator, 3rd floor, 560 Main St. Male resident, wife, several children in-house, reported elevator malfunction at location. Children were all underage. EMS was refused. No injuries, service notified.

Found Property

9/17, front of 560 Main St. Anonymous female in-house, handed over wallet found at scene containing miscellaneous items. Wallet was given to Lt., secured in Deputyþs office. Subsequently wallet was returned to owner.

9/19, street, opposite 2/4 River Rd. Motorgate attendant phoned PSD, reported having seen suspicious bag at scene. Officer found a green canvas bag containing school enrollment forms, books, etc. Officer notified owner, who said he would retrieve his property. His girlfriend, authorized to retrieve same, did so, after signing.

9/23, bus stop, 546 Main St. Officer found a wallet at scene, containing US$1.00, MetroCard, and other miscellaneous cards. Wallet was secured at PSD, Sergeantsþ closet.

Hazardous Condition

9/17, apt., 560 Main St. Female in-house, reported she left something cooking on stove. Officers responded with RIHM serviceman, entered apt., found nothing on stove. However, RIHM serviceman confiscated laundry cart they found in front of door.

9/27, apt., 625 Main St. Island House Asst. Super phoned PSD, said resident informed him there were sparks emanating from electrical outlet in bathroom. Asst. Super stated he wanted to inspect apt. next door, entered same with officer. Electrical outlet was found to be in order. Electrician responded to first apt., and was fixing condition.

Investigation

9/16, bus shelter, 543 Main St. Male in-house, to file complaint on behalf of art association about letter posted at Bus Shelter, that he believed to be slanderous, and requested letter be removed. Officer advised him that PSD would conduct an investigation. Officer contacted RIOC engineer, who stated letters could not be posted on bus shelters unless they were of official matters.

9/16, 4th floor hall, 540 Main St. Male youth in-house, stated that male who was smoking at scene had tried to put a paper on his head, but that he was able to run to PSD. Officer responded, but at his arrival there was no one at scene. Youth, however, pointed out door male had entered. Youthþs father was notified. Officer spoke with male who answered door, who said he had just woken up and youth was lying. Youthþs father refused NYPD, EMS.

9/17, outside lobby, 555 Main St. Officers responded to scene, for report of concerned resident who had seen a male physically shaking underage female. Officers responded to community room. They spoke to male, who stated he was disciplining his daughter.

9/24, Motorgate, 688 Main St. Water leak. Officers responded to Motorgate office with key to pump room, which was opened for plumber, who checked area, stated there was nothing he could do until Monday.

9/27, apt., 580 Main St. Alarm operator phoned Duty Officer regarding alarm ringing at scene. Officers responded. Upon arrival at scene, they found front door, patio door, and area were undisturbed. Female resident was contacted, and stated she had tripped over alarm, when exiting the apt.

Lost Property

9/16, tennis court, south of 900 Main St. Female in-house, stated husband was playing tennis at scene. Upon finishing, he noticed his Huffy silver/black bicycle, valued at US$169.00 was missing.

9/18, fish market, 530 Main St. Female in-house, stated she was shopping, left her cart unattended. She returned a few minutes later, but did not notice that groceries that were in Gristedeþs bag (valued at US$20.98) was missing. Victim, officer responded to fish store. Employee had not observed who had taken the bag. Victim said there had only been an unknown young male in the store at the time. Officer searched area with negative results.

9/20, Gristedeþs, 686 Main St. Female in-house, stated she had been shopping on 9/18, paid for items and placed wallet in bag; which she later discovered missing. On 9/20 she went to Gristedeþs and wallet had not been found. On 9/20 female came to PSD inquiring if wallet had been returned. Contents of same Federal Credit Union card, CT driverþs license, etc. NYPD report was refused.

Missing Property

9/29, apt., 516 Main St., Female informed officers on patrol that unknown person(s) had entered her apt., and removed a black purse containing her U.S. passport, US$43.00, and other miscellaneous items from premises. Officers checked apt., and there were no signs of forced entry. Victim stated she would file a report directly at NYPD.

Open U.S. Mailboxes

9/28, lobby, 510 Main St. Anonymous person phoned PSD, stated unknown person was trying to break into mail boxes in lobby. Officer responded, found all mailboxes were unlocked, but there was no damage to mailboxes, mail. Mail boxes just had never been locked. The U.S. Post Office on Roosevelt Island was advised, Postman responded, locked the mailboxes, all was in order.

Property Damage

9/16, breezeway, 544 Main St. Female informed officer that unknown person had broken side window at scene overnight. NYPD was refused. RIOC, RIHM service were notified.

Possession With Intent to Consume

9/18, east seawall, 1 Main St., Arrest. Officer observed two males under 21, each with a 40 oz. bottle of beer with intent to consume. Other officers responded, detained males, and issued them þCþ summonses.

Public Lewdness

9/18, west seawall, 625 Main St. Female in-house, stated that while jogging at scene, she saw male hiding behind concrete pillars, and exposing himself. Upon informing him she was going to report him to the police, the man fled north-bound. Female did advise PSD, all PSD officers responded to scene, searched complete area with negative results. Complainant refused NYPD.

9/30, elevator, 1st to 11th floor, 575 Main St. Female in-house, said unknown male youth had held elevator door open for her. She pressed an upper floor. During ride she noticed youth raised his shirt; but she did not look directly at him. Upon arriving at her floor, victim noticed youth exposing himself . When victim did not move, youth exited elevator, and fled. PSD Deputy was notified of incident. Victim positively identified youth. Subsequently PSD officer saw youth fitting perpþs description. Subsequently youth was apprehended, escorted to PSD.

9/30, elevator, 575 Main St. Update: 9/30 see incident report written earlier. PSD Youth Officer at PSD, accompanied by youthþs mother and underage youth. Two female victims identified youth. NYPD was requested, NYPD sergeant, officer responded and issued two Juvenile Reports to youth, released him to his mother.

Removed Property

9/20, 16th floor, 575 Main St. RIHM super requested PSD to respond to scene. Officer at scene with super, who removed four bicycles which had been chained together in the hallway. Bicycles were removed.

Reckless Endangerment

9/30, courtyard/4th floor, 560 Main St. Anonymous male informed officer and trainee, that unknown youths had dropped a bottle from 4th floor window. Officers responded to 4th floor, there was no one in area. Broken iced tea bottle was found in courtyard. RIHM service man was in area and cleaned debris. There were no injuries, officers searched area for perps with negative results and remained in area for 15 minutes.

Theft of Service

9/24, breezeway, 540 Main St. Taxi driver in-house, said he picked up male in Queens, drove him to scene. Perp then stated he had no money, to drop him off at scene, that he was going to his apt. Perp did not return, 911 was notified, NYPD responded. PSD officer searched 540, 510 area, with negative results.

Unsecured Premises

9/17, Island Kids, 536 Main St. Officer of patrol found door unlocked, notified Duty Officer, other officers responded, searched premisesþ interior. All was in order. Door was slammed and secured. Sgt. left message on organizationsþ answering machine.

9/25, community room, 546 Main St. Female phoned PSD, stated she saw two males at scene. Officers responded, searched, found door unsecured, searched interior. All appeared to be in order. Director for organization was notified, responded, checked premises, all appeared to be in order, and there were no signs of forced entry.

Unsecured Vehicle

9/22, Motorgate, 5-B, 688 Main St. Patrolling officer observed vehicle with window open at driverþs side. Vehicle appeared to have been undisturbed. Duty Officer and Motorgate attendant was notified.

Vehicle Accident

9/22, Coler parking lot, 900 Main St. Arrest / disorderly conduct. Female phoned PSD to report accident, officers responded, both complainants at scene. Driver #2 had had mechanical difficulties, parked next to Driver #1's car, her car rolled into it. Both vehicles sustained damage. Officers prepared report. Driver #2 could not locate driverþs license, etc. Driver #2's husband at scene yelling, was asked to calm down, but insisted in being disorderly, was issued a þCþ summons. NYPD responded, prepared report.

9/23, Motorgate, 688 Main St. Officer on patrol observed a vehicle up against a SUV. It appeared to have rolled back from where it had been parked, photos were taken. Tow company was called per lieutenant, and vehicle was moved to another level. Update, 9/24: Officer spoke with owner of the vehicle which had rolled onto the SUV.

9/24, parking area, 549 Main St. Duty Officer notified officer that PSDþs Cushman Vehicle #5 had been struck lightly by a NYC Sanitation truck while the latter was backing up. No injuries nor damage reported. Sanitation personnel advised not to park in PSDþs area.

9/27, street, 595 Main St. Female in-house, said she parked her car on 9/26, and it was in order. Subsequently victimþs nurse returned to car and noticed large dent in front driverþs side, headlights broken. Officer responded, prepared report, searched for perps with negative results. Victim will go directly to NYPD.

Water Leak

9/29, apt., 575 Main St. Officer responded to scene for report by RIHM service personnel of water leak. Plumbers to be called. RIHM secured, locked apt. Update: Apt. re- entered on 9/27, 1400 hours by Officer, RIHM handyman, and Darci Plumbing personnel, who repaired leak.
