Attempted Burglary 3/30, apt., 516 Main St. Female phoned PSD, stated unknown person was trying to gain entrance to apartment through patio door. Officer responded, found door slightly open. Victim said she was sleeping when she heard a noise, when she opened the blinds, the perp fled towards Blackwell Park. Officers conducted search with negative results. NYPD responded, prepared a report. Trespass 3/16, stairwell D-5, 510 Main St., Arrest. Officer on patrol saw male and female at scene. Perps fled, he was able to catch the female. Male perp eluded him running towards the East Sea Wall. Search was made for him with negative results. Perp #1 was brought to PSD and was issued a “C” summons and released. 3/19, 7th floor, front, 580 Main St., Arrest. Officers on patrol saw a male (under 21), who had open alcohol container, contents of which he was consuming. He attempted to flee, but was apprehended, escorted to PSD; he was issued three “C” summonses and released. The arresting officer suffered an abrasion to left hand knuckle. EMS responded, treated her at scene, but transport was refused. NYPD prepared a report. 3/23, 546 Main St., Arrest. Anonymous female phoned PSD, reported having seen a male lying on ground at scene. Officers responded to scene, and found a male lying on stairs reading a newspaper. He was placed under arrest for criminal trespass. Upon searching him, officer recovered steak knife, pliers, and jigsaw blade, from perp’s knapsack. Two 114th Pct. officers transported PSD’s arresting officer and perp to 19th Pct. for arrest proceedings. 3/26, 2nd-floor hall, 555 Main St., Arrest. Officers responded to scene, observed two males in area. Perp #1 was issued “C” summons and released. Second perp was escorted to apartment to retrieve identification and was issued a “C” summons and released. 3/26, 2nd-floor, A, 551 Main St., Arrest. Officers on patrol observed female at scene, escorted her to apartment to retrieve identification. She was issued a “C” summons and released. 3/30, 4th, 7th floors, 540 Main St., Arrest. While officer was patrolling, he saw two males sitting in front of Stairwell F, between the 4th and 7th floors. When officer entered the stairwell, they fled. Officer apprehended one of them, issued him a “C” summons. Other officers responded, conducted search for second perp with negative results. A smell of alleged marijuana was detected by the officer in the stairwell. Criminal Mischief 3/18, Motorgate, 3-A, 688 Main St. Officer responded to scene for report of a possible vehicle accident. Female stated she had parked vehicle on 3/16, and upon returning on 3/18, had found large dents on passenger’s side of vehicle. However, there was nothing missing. NYPD responded, prepared report. 3/20, Motorgate, 3-A, 688 Main St. Follow-up on incident dated 3/14, IR 04-0217. 3/20, Motorgate, 2-B, 688 Main St., Petty Larceny. Male informed officer that he parked his Camry on 3/19 and upon returning to scene on 3/20, he saw that driver’s side front windows were pried open, allowing perp to open the door. Car’s interior was in disarray, attaché had been opened, and contents strewn about in trunk. NYPD was refused. 3/20, Motorgate, 6-A, 688 Main St., Petty Larceny. Officer responded to scene for report of lights having been removed from car. Officer noticed that side marker lights were missing, as well as the lights on both front fenders. Victim did not know the price of the stolen items. Complainant added that wire to lights had been cut. 3/25, Motorgate, 3-A, 688 Main St. Female in-house, reported unknown person damaged her vehicle. When officer inspected the car, he saw there were dents on the hood and roof of same, as if someone had walked across them. Victim requested NYPD, who responded and prepared report. Officer searched area for perp with negative results. 3/26, Past Criminal Mischief follow-up, 688 Main St., 3B. Officer responded to Motorgate for male complaining his vehicle had apparently been vandalized on 12/18/03. He requested NYPD, whose officers stated report would not be of any use, since victim only had liability insurance. 3/31, Motorgate, 3-A. 688 Main St., Petty Larceny. Officer observed a car with a broken rear right window, papers inside were strewn about, radio missing. Rear doors were unlocked. Motorgate attendant was informed. Officer searched area for other damaged vehicles with negative results. Subsequently owner reported damage; she stated stereo had been taken, console and right rear window was broken. Owner to go to 114th Pct. directly. Disorderly Conduct 3/28, Julie’s, 513 Main St., Arrest. Officers responded to scene for patron refusing to pay his bar bill. Officer spoke with male, who reiterated he would not pay the bill, becoming uncooperative. He was taken into custody. Bar’s owner spoke with the sergeant, refusing to press charges. Perp had nevertheless been issued a “C” summons. Harassment 3/21, apt., 10 River Rd., Aggravated. Male resident phoned PSD, stated that unidentified male had phoned his apartment, harassing his underage daughter. Reporter stated he had taken the phone from the girl, and perp handed the phone to another perp, who asked victim his address, description. Victim complied and perp proceeded to threaten him with bodily harm. Victim phoned PSD, NYPD. NYPD advised complainant to press (#57) to trace the call and if perp were to show up, to call 911. Sergeant conducted regular patrols of area for any signs of disorderly incidents with negative results. 3/22, hall 4th floor, 580 Main St. Male resident informed PSD that possibly there were adults smoking illegal substance at scene. Officer responded, searched area with negative results, but he only smelled cigarette smoke. Sgt. responded, spoke with complainant, who stated that upon confronting him, a male had flicked a cigarette at him. Another male apologized to the victim. A third male identified another male by name, who lives at 2/4 River Rd. bbbSgt. and officer patrolled the 4th and 7th floors with negative results. 3/22, Motorgate, exit, 688 Main St. On 3/17 female in-house, reported she had been unable to remove her car from Motorgate, had produced bill of sale/registration with her name on it. She stated officer had spoken with Motorgate attendant and car was released. She further stated that on 3/19 when she returned, she was informed the account was closed. Victim stated she was sub-leasing apartment and having difficulties with roommate about finances and payment arrangements. 3/23, apt., 560 Main St. Female phoned PSD, complained that underage youth, whom she identified, and with whom she has had previous problems, was banging on her apartment door. Youth dropped his NY identity card. Officers responded, searched building with negative results. NYPD was refused. Later victim was in-house and stated youth was again at her apartment. Fifteen minutes later, officer saw youth and he stated he had lost his ID card earlier while walking victim’s daughter home. 3/26, lobby entrance, 560 Main St. Male in-house said non-resident male who was going to pick up his son, threatened complainant with physical harm, who called 911. NYPD responded, prepared report, but victim could not remember officers’ names. 3/28, hallway, 4 River Rd. Female resident phoned PSD, said female resident was banging on door for 10 minutes, claiming victim was with her boyfriend. Victim stated she knew perp lived in the building, but had not had any incidents with her. On 3/26 victim requested report for harassment be prepared by 114th Pct. and one for assault and harassment. Victim was advised to call PSD if perp came back. Petty Larceny 3/28, 1st floor, lobby, 510 Main St. Male non-resident in-house, reported he had left his bicycle unattended while making delivery. Upon returning, the US$100 bicycle was missing. Victim refused NYPD. Fire 3/24, promenade opposite 400 Main St. Anonymous female reported trashcan fire at scene. Officers responded, observed wood trashcan on fire and extinguished same. FDNY on scene. FDNY could not determine cause of fire. 3/30,
apt., 10 River Rd. Female resident phoned PSD, said she had placed
candle on top of counter, same had cracked mirror. There was a smell
of something having burned, but no smoke. EMS was refused.
Criminal Possession Weapon/Criminal Trespass 3/28/4. stairwell N, 4th floor, 560 Main St., Arrest. Officers, on responding to resident’s complaint of unknown person throwing phone books out of window, saw a male inside 560 Main in stairwell. Other officers responded, perp remained at scene. He was arrested and “Mirandized.” Upon searching perp, officers found a folding knife, bags of alleged marijuana, US$113. NYPD responded, transported perp to 19th Pct. Damaged Property 3/19, Chapel, 543 Main St. Female resident phoned PSD, reported a broken window at scene. Officer responded, saw a circular hole in window. Officer searched area with negative results. Dispute 3/17, 3rd level, 688 Main St. Anonymous female phoned PSD, said she had heard a possible dispute between two people. Officers responded to scene, searched entire location with negative results. Reporter was not at scene at officers’ arrival. 3/26, 4th-floor hall, 4 River Rd., Cross-complaint. Male phoned PSD, officers responded and male/female were engaged in dispute. Complainant #1 said female was hitting him with a belt. Complainant #2 said the other person went to her apartment stating he wanted to fight with her. Both refused 911. 3/26, apt., 560 Main St. Officers responded to apartment. Upon their arrival, males #1 and #2 were engaged in dispute over a bicycle. They refused NYPD. Male #1 took bicycle to thrift shop. Escort 3/16, apt., 516 Main St. RIHM General Manager in-house, requested assistance. Officers responded to apartment to find resident, super, and porter at scene. Resident was evicted from apartment and was being allowed a short time to retrieve some personal documents. Officers remained at scene while tenant removed said items. RIHM super stayed at scene until all individuals had left scene and apartment was secured. Falsely
Reporting Crime 3/31, lobby, 560 Main St. Male non-resident in-house, reported incident that had occurred 30 minutes earlier. He stated he pressed elevator button, it had gone to lobby, upon exiting a male had punched him and tried to knock him down. Victim stated he fled away from perp and requested NYPD. They responded, but he declined to have report prepared. The victim’s story had certain discrepancies that PSD officer noticed. Officer checked Eastwood camera, discovered complainant was going from floor to floor, remaining there three or four minutes, until he had arrived in lobby. Found Property 3/16, RIOC bus #3, 300 Main St. Anonymous female in-house, reported she had found a black purse on RIOC bus #3. Purse contained US$20. Purse did not contain any identification. Sergeant secured the purse. 3/19, Motorgate, handicap, 688 Main St. Officers on patrol saw a red/white/blue bicycle on the ground between two parked vehicles, conducted a search of area with negative results. Bicycle was taken to PSD. Graffiti 3/14, stairwell, D-4-St., 510 Main St. Officer, who was on patrol, saw graffiti at scene, referred matter to RIHM. Hazardous Condition 3/16, westbound lane, 36th Ave. Bridge, Off-Island. Female in-house, stated that while driving westbound on the bridge, she had driven over an object that had caused a loud bang and scraping sound. Officer notified DOT Bridge and Tunnel representative, as well as RIOC engineer. DOT representative reported that a bracket was loose and was removed from the bridge. Officers responded to area and cordoned off the area until DOT arrived. 3/19, street, f/o 571 Main St. Officer on Main St. saw a “D.W.S.” square manhole cover raised approximately four inches from the ground. PSD placed a cone over same. A report was filled out by the officer to be taken to 591 in the morning. There were no injuries nor damage. 3/29, Motorgate, 3, 4, new section, 688 Main St. Sergeant had brought to Deputy Director’s attention the lack of lighting on levels 3 and 4 of the new section. After Deputy Bryan inspected area, he stated that lighting at Motorgate should be addressed ASAP. It has been reported. RIOC Engineer Kopicki to receive copy of IR. Identity Theft 3/29, unknown, Off-Island. Female resident-in house on 3/26, stated she had received a phone call on that date from a person at Neiman Marcus, Washington, DC, who advised her that her personal information had been found in a questionable vehicle in that city. He further informed her he thought she had been the victim of identity theft. The complainant called her credit card companies in an endeavor to find out if anyone had used her card(s). It seems an unknown person had used the Saks Fifth Avenue card to charge US$4,000 in Richmond, Va., and other amounts in other cities for a total of US$8,000. The victim contacted 114th Pct. Duty Officer, who stated he would send officers to speak with her. Investigation 3/26, apt., 540 Main St. Female phoned PSD, said anonymous female called her, stated she was from social services, and needed her address for home visit. The complainant complied, subsequently female knocked on door. Complainant called security and she heard the woman leaving. Officers responded, searched area with negative results. 3/31, first floor rear, 560 Main St. Male resident informed patrolling officer, admitted having confronted a male, whose ex-wife he knows. He further stated he sees him lurking in vicinity of her apartment. Officer continued his patrol, and subsequently checked Eastwood camera, discovering the perp had been going from floor to floor (10th floor to first floor), from 10:04 to 10:11 p.m. Lock Out 3/19, apt., 540 Main St. Female in-house, said she had left apartment in the morning, upon her return in the evening, she was unable to insert the key in lock. Officer and RIHM service employee responded. Neither the interior/exterior of lock nor the door had been damaged. However, there was piece of metal “stuck” in the door, RIHM employee removed it. Lost Property 3/23, hallway, 4th floor, 540 Main St. Male non-resident in-house, reported having lost bag containing check book, credit card statements, cell phone. He notified bank and will file report at NYPD, 114th Pct. 3/23, street, 510 Main St. Officer was instructed to return wallet to male, which contained four bank cards, some U.S. coins, social security card, and other miscellaneous items. At 8:20 p.m. owner retrieved his property. 3/25, sidewalk, 507 Main St., found. Resident female in-house, reported she had lost a small clear ID holder containing medical insurance card, MetroCard, school card while walking on Main Street. Sgt. had officer check Main Street. Property had been turned in at chiropodist’s office. Officer retrieved it, turned property over to Sgt. Owner was contacted and she retrieved ID holder from PSD. Missing Property 3/24, apt., 560 Main St. Officer responded to RIHM office for report of irate female. Upon his arrival, victim stated her mother’s day gift (Anne Klein diamond watch, unknown value) was stolen from her apartment. Officer escorted complainant to the apartment, conducted search with negative results. RIHM Super stated an electrician from Dirusso Electric had repaired light fixture and would return to work on 3/25. Noise Complaint 3/16, apt., 575 Main St. Male phoned PSD, reported loud noise emanating from neighbor’s apartment. Officer responded, heard a television being played excessively loud; he asked resident to lower it. He complied. Approximately one hour later another complaint was received, the resident stating the tenant had banged on the floor after officers left. Officers responded again, did not hear any noise. 3/21, apt., 555 Main St. Officer responded to apartment for report of loud music. He rang the bell, but there was no reply. Officer returned later, accompanied by a sergeant and RIHM super. The music had been turned down by resident, who would still not open door. 3/29, apt., 580 Main St. Anonymous female phoned PSD, complained about loud music constantly emanating from neighbor’s apartment. Officers responded to the apartment, heard the loud music but resident would not answer the door. 3/31, apt., 510 Main St. Officer responded to scene for noise complaint. Complainant stated resident upstairs makes noise constantly. Officer spoke with neighbor, who stated he had just purchased furniture and was assembling it. He refused to give any other information. Incident to be referred to RIHM. Rape 3/17, Off-Island incident. NYPD 114th Pct. arrested male at 40 River Road for Rape 3rd, Unlawful Imprisonment, and Endangering Welfare of a Child. Victim and perp’s identity is known to PSD. Runaway Youth 3/18, apt., 40 River Rd. Childcare employee phoned PSD, reported that underage female had left the premises at approximately 10:22 p.m. NYPD was notified, officer responded. A search of Roosevelt Island was conducted with negative results. NYPD prepared report. Smoke Condition 3/23, apt., 551 Main St. RIHM service employee advised officer smoke alarm was ringing at scene. Officer arrived at scene to find the rear of second floor enveloped in smoke. RIHM super was at scene, they entered apartment, found small pot burning at stove. Officer made a complete search of upper/lower levels for residents with negative results. All units responded and opened windows in apartment, hallway’s windows were left ajar. 3/29, apt., 560 Main St. Officers responded to scene for fire alarm. Upon arrival, RIHM supers on scene. Resident had burned pot. Officers opened hallway windows. Unsecured Premises 3/31, apt., 556 Main St. Anonymous female informed officer that her neighbor had left her apartment door unsecured a few minutes earlier. Officer checked apartment. It appeared undisturbed, he secured same, notified RIHM super. While officer still on scene, resident returned, stated she left door open, because the lock is malfunctioning. Super stated he would have lock checked and repaired. Unsecured Vehicle 3/18, Motorgate, 6-A, 688 Main St. Officer on patrol noticed that a vehicle’s passenger side window was open. Officer looked inside, found owner’s personal information, responded to the apartment. Left message, resident not at home. Sgt. notified Duty Officer that vehicle’s window had been secured. Unusual Occurrence 3/25, railing, west seawall, 645 Main St. While on patrol, officer noticed a “Stearns” life jacket marked: “K.I.S.K.A.” hanging on the rail. He searched the rocks and surrounding area with negative results. There had been no incidents or missing persons incidents reported to PSD nor to NYPD’s Harbor Patrol. The latter stated they would conduct a search of area in the morning. Vehicle Accident 3/21, Motorgate, 5-C, 688 Main St. Officer responded to scene for report by Motorgate attendant of a vehicle having been struck. The former observed an Acura with its rear bumper heavily damaged and sides hanging from vehicle. He searched area for vehicle with similar damage with negative results. Officer had passed the former vehicle while on earlier patrol and it was not damaged at that time. NYPD was called, responded, and prepared report. Violation of Order of Protection 3/22, apt., 580 Main St. Male in-house alleged that a male had violated an order of protection, regarding the former’s three-year-old son. NYPD responded by telephone, stated that they could not do anything, because they had not seen the defendant, and they could not accept the word of a three-year-old child. Water Leak 3/26, apt., 546 Main St. Officer responded to scene. RIHM super was on scene, said there was no leak in apartment and secured apartment. 3/28, apt., 555 Main St. Concierge phoned PSD, regarding leak. Officer and RIHM maintenance worker responded (resident was not at home). Plumbers discovered pipe in apartment kitchen had cracked. They put in a new pipe, after having made a hole in wall. It will be repaired on Monday. The apartment door was closed, secured. Plumber left note for resident under door.
