Assault

3/9, apt., 516 Main St., Arrest.  PSD, NYPD officers responded for a report of an assault at scene.  Two male residents were arrested for assaulting another male resident at latter’s apartment, subsequently beating him after they forced their way into his apartment.  The first perp had been demanding money from the complainant.  The second perp seized the victim’s cellular phone (subsequently disposing of it in front of 516 Main St., where PSD officers retrieved it.)  Victim was treated at scene, but refused transportation to hospital.

Trespass

3/6, AVAC, 728 Main St.  Officers responded to scene, called in by AVAC engineer, for report of a male trespassing.  Upon arrival, they encountered a Coler patient, who had been sifting through the trash.  He was turned over to Assistant Director and sergeant of Coler Police.

3/14, Q-3, 560 Main St., Arrest.  While patrolling, officer observed three males at scene, which contained cigar debris.  Officer chased perps., stopped them, escorted them to PSD.  They were each issued a “C” summons and released.

Criminal Mischief

3/2, Motorgate, 7-A, 688 Main St.  Male resident phoned PSD and said he had parked his vehicle on February 29.  When he returned on March 2, he noticed the car had sustained damage to the rear bumper on the right side.  NYPD officer responded and prepared a report.  Complainant stated he would report the incident to his insurance company.  Pictures of the vehicle were taken.

3/6, outside lobby, 560 Main St. Officer on patrol noticed that the front lobby door was cracked and called RIHM Service. Porter responded, taped up door until it could be fixed on Monday. Officer searched area for perp with negative results.

3/6, front of apt., 560 Main St.  Patrolling officer observed a window that had been cracked at scene.  RIHM was called, and maintenance employee responded.  He removed outer glass layer and taped the inner portion.  Officer searched for perp with negative results.

3/12, Motorgate, 3-A, 688 Main St.  While officer was on patrol, he observed that driver’s window was off track, interior’s contents were in disarray, notified Motorgate manager.  Vehicle’s owner responded, confirmed there was no property taken.  NYPD responded, prepared report.

3/12, Motorgate, 3-A, 688 Main St.  Officer patrolling discovered a car that had driver’s side front window partially open.  Interior’s contents were in disarray from dashboard storage.  Radio was intact.  Owner responded, stated no property was taken.  NYPD responded and prepared report.

3/12, facade’s exterior, 475 Main St.  Officer responding for report of broken window found a large rock next to glass on sidewalk at the first level exterior lounge of building.  NYPD responded, prepared report.

3/14, Motorgate, 3-B (#1), 688 Main St.  Officer on patrol saw that a Pontiac Grand Am had two flat right side tires.  Sgt. was notified, assisted in search for perp(s).  Motorgate attendant was notified as well.

3/14, Motorgate, 3-B (#2), 688 Main St.  Officer on patrol observed a Ford Bronco that had had all tires flattened.  Sgt. was notified and assisted with search for perp(s.)  Motorgate attendant was notified as well.

3/14, Motorgate, 3-B (#3), 688 Main St.  Officer on patrol observed a Town Car with two front and right rear tires flattened.  Sgt. was notified and assisted with search for perp(s.)  Motorgate attendant was notified as well.

3/14, Motorgate, 3-B (#4), 688 Main St.  Officer on patrol observed a Town Car with two front and right rear tires flattened.  Sgt. was notified and assisted with search for perp(s.)  Motorgate attendant was notified as well.

3/14, Motorgate, 3-B (#5), 688 Main St.  Officer on patrol observed a Jetta with right rear tire flattened.  Sgt. was notified and assisted with search for perp(s.)  Motorgate attendant was notified as well.

3/14, Motorgate, 3-B (#6), 688 Main St.  Officer on patrol observed a Volkswagen with right rear tire flattened.  Sgt. was notified and assisted with search for perp(s.)  Motorgate attendant was notified as well.

3/14, Motorgate, 3-B (#7), 688 Main St.  Officer on patrol observed a gold Camry with two front tires flattened.  Sgt. was notified and assisted with search for perp(s.)  Motorgate attendant was notified as well.

3/14, Motorgate, 3-B (#8), 688 Main St. Officer on patrol observed a Gold Toyota Camry with left rear tire flattened. Sgt. was notified and assisted with search for perp(s.) Motorgate attendant was notified as well.

3/14, Motorgate, 3-B (#9), 688 Main St.  Officer on patrol observed a Honda Odyssey’s left rear tires flattened.  Sgt. was notified and assisted with search for perp(s.)  Motorgate attendant was notified as well.

3/14, stairwell C-7, 510 Main St.  Officer conducting patrol in building noticed that some the lights were out.  At 7th level/ third landing flourescent bulbs were broken.  Officer patrolled on A B C and D with negative results.  Officer filed condition report.  RIHM porter cleaned up debris.

Harassment

3/11, elevator/lobby, 595 Main St.  Female phoned PSD, complained that she was walking towards elevator in the lobby, there were three males in front who were blocking the way.  She asked them three times to excuse her.  They finally moved.  All persons entered the elevator, they would not press her floor and made remarks which she did not understand.  Victim called the concierge to find out whose apartment the men were visiting and was informed.  Complainant phoned PSD and requested that an IR be written.

Grand larceny auto

3/2, street, 694 Main St.  Female in-house, stated she had parked her vehicle opposite noted location February 28 in the evening. Upon returning on March 1, she noticed her car was missing.  Officers checked the PSD tow sheet statistics with negative results.  Officer checked Manhattan Park with the same results.  The 114th Pct.’s reports also did not show any vehicles towed from Roosevelt Island.  NYPD officer responded, prepared report.

Petty Larceny

3/8, Motorgate, 5-A, 688 Main St.  Officer responded to scene regarding a phone call by female resident, who stated she had parked her vehicle on Friday evening.  The vehicle had been in order.  Upon returning from work, she saw that the door was unlocked.  Upon searching she noticed that battery charger (valued at US$80.) was missing from the rear of the suburban.  At present NYPD was refused.  Doors or locks did not appear to have been damaged.

3/11, Motorgate, 6-D, 688 Main St.  Male resident phoned PSD, informed officer he had parked his car on March 10 and upon returning on March 11, he saw the radio, cellular phone and Motorgate card were missing.  Officer inspected vehicle, there was no visible damage.  Vehicle has an alarm.  Complainant refused NYPD.  Officer does not know the value of missing property.

3/11, Motorgate, 3-A, 688 Main St.  Male resident phoned PSD, complained his vehicle had been broken into; officer responded.  Latter did not see any broken windows nor glass inside or outside vehicle.  Victim stated car was in disarray and air pump, battery charger were missing.  NYPD responded, prepared report.  Value of items was US$100.

3/11, Motorgate, 3-A, 688 Main St.  Male phoned PSD, stated his vehicle had been broken into.  Officers responded, the former said he had left the vehicle unsecured; his Motorgate card was missing.  Officer inspected vehicle and did not see any sign of tampering.  Victim refused NYPD.  Officer searched area with negative results.

3/12, Motorgate, 3-A, 688 Main St., Criminal mischief.  Officer on patrol saw that driver’s car window was off track, interior was in disarray, and radio was missing.  He notified Motorgate manager.  Owner responded, stated he would go to 114th Pct. personally.

3/12, Motorgate, 3-A, 688 Main St., Criminal mischief.  Officer who was patrolling saw that a truck’s rear vent window was broken and the doors were unlocked.  Officer notified Motorgate manager.  PSD sergeant responded, as well as car’s owner.  The latter stated a tool box, valued at US$500 and assorted auto parts worth US$300 had been removed from the vehicle.  NYPD responded, prepared report.

3/12, Motorgate, 4-B, 688 Main St.  Officer was patrolling and observed front driver’s door had been pried open and window cracked.  He could not determine if there was any property missing.  Area was searched with negative results.

3/12, Motorgate, 4-B, 688 Main St.  Officer responded to Motorgate office, victim reported his car had been broken into.  The front driver’s side lock was vandalized, steering wheel base was cracked; the radio and CB radio had been stolen.  Complainant stated he would report it to NYPD.  Area searched with negative results.

Alarm/Hazardous Condition

3/5, Blackwell House, 500 Main St.  Officer patrolling heard an alarm sounding at Blackwell House, contacted Duty Officer and other officers responded.  Officer searched perimeter, all was in order.  Sgt. opened front door but did not enter.  Observed that floors were rotten and other hazardous conditions.  Lt. Suarez, Chris Baker were notified.  The 23x7 tour was notified about the condition.  Update: As per 23x7 sergeant, alarm was shut off, after having been advised by Lt. Suarez and V. Kopicki that floor was stable.

Criminal Possession Controlled Substance/Criminal Trespass

3/3, front of chapel, 543 Main St., Arrest.  Female resident in-house reported having seen a male walking on the 7th floor of 510 Main Street (description given).  Officers responded, conducted full Eastwood vertical patrols with negative results.  Later the man was seen walking on Main Street at scene, was detained by officers, and identified by witness.  Perp was arrested; upon searching the male, officer found drug paraphernalia.  NYPD 114th Pct. responded and he was transported by PSD officer to 19th Pct. for processing.  Drug paraphernalia was vouchered at 19th Pct.

Dispute

3/8, hallway, second floor, 595 Main St., Verbal.  Officers responded to scene for a dispute.  Upon their arrival they saw several female items of clothing on the floor and a topless female running towards the 625 Main Street breezeway.  Officers followed.  Upon their arrival they saw the female engaged in a dispute with a man (her boyfriend), who had pushed her against the wall and her head had struck the wall.  The victim refused to press charges and medical assistance (she later changed her mind).  The boyfriend was escorted to Roosevelt Island subway station.  EMS arrived and transported the female to Mt. Sinai Hospital.

3/11, bus stop, opp. 400 Main St.  Queens Surface bus operator radioed PSD, said he was having difficulty with a passenger.  Officer responded, escorted the other male to Coler Hospital, released him to Coler Police Sgt.

Found Property

3/4, lobby, 540 Main St.  Male RIHM employee in-house stated he had found a wallet at scene.  Officer checked wallet which contained US$21, and some change, college ID, NYS benefit ID cards, etc.  Owner was contacted, subsequently responded to PSD, signed for and retrieved wallet.

Graffiti

3/10, stairwell P-1, 560 Main St.  Officer on patrol saw graffiti at scene, notified RIHM porter, took pictures, prepared condition report.  He searched area with negative results.

3/14, stairwell D-4-St., 510 Main St.  Officer who was on patrol saw graffiti at scene, referred matter to RIHM.

Hazardous Condition

3/12, under ESW, 36 Avenue Bridge.  RIOC V.P. phoned RIOC Facilities Crew that cement under the bridge had collapsed and had caused cement fragments to fall on the East Sea Wall area.  The crew cordoned off the area.  Officers responded, confirmed condition.  RIOC V.P. notified DOT’s chief engineer.  A repair crew is to be sent as soon as possible.

3/12, Motorgate, 7, 688 Main St.  While officer was patrolling, he saw a van containing two propane cylinders.  Officer requested 911 and FDNY, NYPD responded.  FDNY Chief requested the cylinders be removed from the Island immediately.  Per FDNY Chief, vehicle’s owner to be fined for causing a hazardous condition.

Investigation

3/1, donut shop Queens Plaza, L.I.C., off-Island shooting.  Follow up: At 9:16 a.m., RIOC grounds employee was working at the East Roadway when he saw a black handgun in pieces at the oil dock.  He called 911, NYPD 114th Pct. sergeant responded as well as detectives from the 108th Pct.  Subsequently the Crime Scene Unit responded, retrieved the gun pieces.  Pictures of gun pieces were taken by PSD officer.  Oil dock was secured by PSD.  PSD Deputy, Lt. Suarez, and Sgt. Ortega were at scene.

3/4, apt., 560 Main St., Missing youth.  Officer responded to apartment, female said she did not know whereabouts of her underage daughter; and stated that a male friend of the latter had called her.  He informed the mother that youth was in an apartment on Roosevelt Island.  Officer responded to said apartment with negative results; 911 was notified, responded, prepared a report.  All officers were notified to conduct a search.  Update: At 10:55 a.m., mother called PSD to state her daughter had been found sleeping in an apartment on Roosevelt Island.  Officers responded to apartment, youth appeared to be all right.  Mother refused EMS on child’s behalf.  NYPD was notified youth had been found.

3/7, park, opp. 645 Main St.  Female resident in-house, complained that an unknown male threatened her underage son at Northtown Park.  She said her son was playing, when unknown male put his hands on victim’s face, threatened him if he hit his daughter.  Woman’s son claimed that a girl had been playing with another boy earlier, possibly confusing her son with him.  Reporter will speak with school principal on March 8.  Officer advised complainant to speak with the Youth Officer.

3/10, apt., 580 Main St.  Female contacted PSD, said two unknown men (one of whom she described, the other she could not see,) had knocked on the door at 5:30 p.m., stated they were from RIHM and wanted a lease to be signed.  Woman refused to open the door, they ultimately left.  Officers responded to scene, searched area with negative results.  NYPD was refused.

Littering

3/7, patio, 540 Main St.  Male resident phoned PSD, stated litter was coming from an apartment above.  Some of the mail had a name.  Officer attempted to contact the person whose name was on the mail with negative results.  Matter to be referred to RIHM.

Missing Youth

3/3, street, 40 River Rd.  Officers responded to scene for report of a missing female youth.  Other officers joined the search of complete island.  RIOC bus drivers, tram and subway personnel were notified and also checked with negative results.  NYPD responded, officer prepared a Missing Person Report.

3/15, apt., 560 Main St.  Female resident in-house, stated she had last seen her 17-year-old son on Friday, March 12 at 7:15 a.m., when he was on the way to school.  However, to date (March 15, 11:45 a.m.) he had not returned or phoned.  Officer conducted an Island-wide search, NYPD was notified, responded, prepared report.  School was notified.  This is not the first time the youth has gone missing.

Property Damage

3/7, sidewalk, 250 Main St.  Anonymous male phoned PSD, stated there was a light pole down.  Officers responded and confirmed the fact.  It seems as if a vehicle had struck the light pole, since a bumper was at scene.  Officers searched area for vehicle with negative results.

Runaway Youth Found

3/8, apt., 40 River Rd.  Child-care employee phoned PSD, reported that underage female youth under her care had run away, and described her.  Officers conducted a search, spotted her at Roosevelt Island subway station.  She was escorted to her apartment.  Report was filed with NYPD.

Smoke Condition

3/12, apt., 546 Main St.  Officers responded to scene for possible smoke condition.  Upon arrival they observed smoke emanating from an apartment.  They requested resident open windows.  Officers noticed fire alarm did not activate.  RIHM super was notified.  Resident was not injured and refused EMS.

Unlawful Possession of Marijuana

3/1, rear of chapel, 543 Main St., Arrest.  While officer was on patrol, he saw a male rolling in a cigar leaf what appeared to have been marijuana in the rear courtyard of the chapel.  Male was detained, issued a “C” summons and released.  Officer vouchered the marijuana at the 114th Pct.

Unsecured Premises

3/4, Eastwood Child School, 566 Main St.  RIHM employee in-house, reported unsecured door at scene and that there were two youths inside.  Officers responded and searched building with negative results.  During the search, the officers noticed there were was computer equipment, tools and flammable liquids left unsecured in the building.  However, all appeared in order.  Door was secured by the sergeant.

3/11, apt., 510 Main St.  Officers responded to apartment for information received by RIHM employee of unsecured premises.  Resident was at home, who stated the door does not close properly, it has to be slammed in order for it to close.

Unsecured Vehicle

3/1, Motorgate, 3-B, 688 Main St.  Officer on patrol saw a vehicle with the driver’s side window open.  He examined the car and there were no signs of forced entry nor of tampering.  He reported incident to Motorgate attendant.

3/11, Motorgate, 3-A, 688 Main St.  While officer was on motor patrol, he noticed that a vehicle’s door locks were open.  He notified Motorgate’s manager.  There was no broken glass in area.  Officer closed vehicle’s doors.

3/12, Motorgate, 4-B, 688 Main St.  Officer was patrolling when he observed a car’s door locks open, interior contents in disarray, he notified Motorgate’s manager.

3/15, Motorgate, 6-A, 688 Main St.  Officer conducting a patrol, noticed that car’s driver’s side window was open.  Vehicle did not appear to have been vandalized.  Motorgate manager was notified.  Officers conducted various patrols.  Vehicle seemed to be in order.

Vehicle Accident

3/6, street, 595 Main St.  RIHM super informed officer that he had seen a box truck back into a parked vehicle.  Officers responded, driver was at the scene.  He explained he had misjudged distance.  Vehicle #1 had sustained fender damage and truck’s bumper was scratched, documents were exchanged, paperwork was in order.  NYPD, 114th Pct. officers responded, prepared accident report.
