November 1-15, 2000

Assault

11/09, 560 Main St., Anonymous person reported a dispute at listed location. PSD responded, victim stated that perp punched her in the lip and banged her head against the wall. Victim refused medical attention, 911 was notified, a report was filed and a search for perp was conducted with negative results.

Trespass

11/1, hall, 531 Main St., Arrest, Officers responded to scene, non-resident male had entered building after having been refused entry. Perp was located on 12th floor hall, refused to leave, was placed under arrest, escorted to PSD, issued summons and released.

11/07, 560 Main St., PSD officers on patrol observed three individuals known to be residents of 4 River Road, talking and possibly smoking illegal substance. When the PSD officers attempted to apprehend perps, they fled the scene. A search was conducted with negative results and a NYPD report was filed.

Criminal mischief

11/1, laundry, 536 Main, RIHM employee in-house, said unknown person had removed coin slot from washer #4. Officer responded, confirmed situation, but perp was unable to reach coins. Officer searched area with negative results.

11/1, 694 Main St., U.S. Post Office Mgr. informed officer that underage youth asked to have a US$20 bill changed, when he was refused because currency was badly defaced, he became disorderly. Upon leaving premises he kicked door with foot and hit it with knapsack, shattering same. Youth was escorted to PSD Youth Officer's office, where he was issued a Juvenile Report, released to grandfather.

11/07, 543 Main St., Chapel personnel reported broken window at location. PSD officer covered window with cardboard and filed a maintenance report. Search conducted with negative results.

11/11, Under 36th Ave. Bridge, Off Island, Male resident in- house, said his vehicle had been broken into. He reported it to 114 Pct.

11/14, 560 Main St., Officer saw underage youth breaking light fixtures with stick, brought him to PSD, where grandfather was informed. RIHM Mgr. was informed of the incident, and will advise PSD how much property damage is. Youth was issued Juvenile Report, referred to Youth Officer.

Disorderly conduct

11/08, Main St., Arrest, PSD Sgt. reports a driver conducting an illegal U-turn on Main St., the driver was signaled to stop, but refused to do so. PSD followed vehicle until driver stopped. At this time driver of vehicle behaving in an irate manner, flaring his arms and threatening a back-up officer. Perp was taken to the PSD office and issued two "C" summonses.

Harassment

11/03, 4 River Road, Victim stated that when attempting to leave apartment during a dispute, male pushed him to the ground. Witness stated that both males were arguing but with no physical contact.

11/4, 575 Main St., Victim stated unknown male calls her on her cellular phone and speaks obscenities to her, causing her to be afraid. NYPD contacted, report filed.

11/07, front of 200 Main, Reporter entered PSD and stated than an unknown male in a vehicle did yell obscenities while behaving in a pervasive manner. Victim stated she reported incident two hours later due to fear. Search conducted with negative results.

11/12, 605 Main St., Male resident informed officer that male resident was harassing him making gestures and by putting hand in his coat pretending to have a weapon, which he says is on-going and that there are previous reports at PSD. NYPD responded, victim said he'd seek order of protection. Search for perp. was not fruitful.

Fire

11/1, 510 Main St., Officer entered elevator #1 at scene, smelled smoke. He investigated further, located small trash fire in basement in front of elevator shaft, extinguished it.

11/2, AVAC, 510 Main St., Officer responded to scene, sprinkler system had been activated because of trash fire, which extinguished same, however, caused flood in 10, 7, 4, 1 floor hallways and several apartments, as well as youth center. Fire Marshall notified to ascertain if investigation is warranted. Fire Inspector stated fire was not suspicious. Subsequently AVAC locked. Water in apartments mopped up, power turned back on. Youth Center director stated they would clean up the next day.

11/04, hall, 540 Main, Rubbish, Reporter stated that unknown perp was starting a fire by her apartment. Upon arrival PSD officers did observe circulars in front of apartment with corners burnt, but already extinguished. Search for perp was negative.

Disorderly youths

11/07, 544 Main St., Complainant called PSD to report several youths misbehaving inside his store. PSD officers arrived on the scene and removed the youths. Report forwarded to the youth officer.

Dispute

11/06, 546 Main St., PSD responded to listed location for unknown person banging on door, upon PSD's arrival, no one was at the door. While leaving the scene, male stated to them that he was knocking on the door due to a monetary issue with the tenant. Tenant was not home at the time.

11/08, 645 Main St., Officer observed two youths engaged in a verbal dispute at listed location. PSD officers responded, corrected condition and notified School Safety Officer who took custody of listed youths.

11/13, 546 Main St., Senior Citizens Director in-house, said 2 resident males were engaged in verbal dispute. PSD officers responded, males were escorted out of Senior Center.

11/14, 555 Main St., Domestic. Female phoned PSD, said she'd had verbal dispute with male and called NYPD. Officers escorted her to apartment, where she packed personal property and was escorted from premises. NYPD responded, prepared domestic incident report. No charges pressed by either party.

EDP (Emotionally Disturbed)

11/11, 36th Ave. Bridge, Off Island, Female resident informed officer that while she and underage daughter were crossing bridge, male John Doe had grabbed her daughter's buttocks. Perp was apprehended on Island, where he acted in a hostile manner, was escorted to PSD. NYPD, EMS responded, he was taken to hospital. PSD officer accompanied NYPD.

Found property

11/04, 900 Main St., Reporter stated she found a camera at listed location. Camera secured at PSD.

11/06, 552 Main St., Anonymous male returned a wallet he found on top of mailbox at listed location, containing 10 credit cards. Several minutes later the owner of wallet retrieved wallet, stated everything was there with the exception of $60.00.

11/06, 549/555 Main, Anonymous female dropped off wallet she found at location. PSD contacted owner, wallet was returned. Owner stated $35.00 was missing.

11/11, 546 Main St., Anonymous female in-house, surrendered beige tote she'd found on bench. It contained misc. items. Officer left message on owner's answering machine, she returned call and stated she would retrieve her property.

11/12, laundry, 556 Main, Male resident in-house, surrendered to officer wallet with US$1.00, misc. change and other items but no identification. Wallet secured at PSD.

11/12, 516 Main St., Officer found red bicycle with cage in C stairwell, ground floor. Brought it to PSD, where it was secured.

Hazardous condition

11/13, 580 Main St., Officer noticed a large puddle of water in lobby. RIHM service employee was notified, mopped it up.

Jumper

11/07, 59th Street Bridge, Off-Island, Officer observed unknown male jump off the 59th street bridge, PSD members kept track of individual who was floating north-bound until NYPD aviation pulled him out of water.

Investigation

11/04, 580 Main St., PSD responded to a complaint of loud music, tenants complied by lowering it.

11/05, laundry, 536 Main St., PSD officer observed machine #4 damaged, missing coin slot with gray tape covering opening. RIHM notified, search was conducted with negative results.

11/10, front of RIOC, 591 Main, Hazardous Condition, RIOC administrative officer contacted PSD, relating to potted plant that fell from above window ledge. RIHM General Mgr., super contacted, latter identified possible sources. RIHM to notify tenants in writing, requesting that all plants be removed from terraces immediately.

11/11, 546 Main St., Officer responded with NYPD to call of burglary at apartment. Victim stated nothing was missing and door knob had fallen off. RIHM notified.

11/11, 510 Main St., Woman in-house, said unknown male passed her on street; she entered bldg. and elevator, when it arrived at 4th floor and she exited, male exited stairwell A. NYPD was refused.

11/14, 59th St. Bridge, Off Island, Officer saw 2 NYPD helicopters hovering and flying low over East River's west channel. NYPD informed central their search for jumper was unfruitful. PSD's search yielded negative results.

11/14, 531 Main St., Male non-resident in-house requested escort to bldg. lobby, where female resident gave male miscellaneous items which he'd left in her apartment when he'd moved, as well as his security deposit (US$200 to $250.) Sgt. referred parties to civil court if they had any further transactions to conduct.

Loud music

11/13, 576 Main St., Officer responded to tenant's complaint of loud music, the other tenant said she'd turn off music. Officer remained in area, music continued to be loud, latter refused to turn down volume or turn it off. To be referred to RIHM.

Missing person

11/15, 510 Main St., NYPD officer in-house, said he needed officer to help conduct patrol of bldg. to look for 16-year-old female. Father stated she'd not returned from school, that she had taken passport, school ID and several items of clothing.

Missing property

11/2, 10 River Rd., Resident in-house, said he'd returned to apartment, noticed set of professional chef's knives, value $300, were missing; also that roommate had moved, no address. NYPD refused.

11/15, 645 Main St., Female in-house, said her son's fleece jacket ($150) was missing from locker at PS 217, that he'd placed in friend's locker which is shared with another boy. Assistant Principal informed, made some inquiries. NYPD refused.

Reckless endangerment

11/06, rear of 595 Main, Reporter stated while passing by with granddaughter, unknown person threw a lit cigarette out a window. PSD responded unable to determine from where cigarette was thrown. No injuries reported.

11/14, east seawall, 580 Main St., Officers responded to report of youths breaking light bulbs. They were gone upon arrival. Officers searched area with negative results, i.e., youths, fluorescent bulbs.

Smoke condition

11/03. 540 Main St., PSD received call of light smoke at location, PSD officer responded and observed smoke coming from light fixture. Super arrived and corrected condition.

Unsecured premises

11/1, lobby, 501 Main St., While officer was conducting store- front check, he noticed that outer lobby door could be opened, the lock on but lock latch was not functioning. All interior doors were locked and in order. Officers to check area periodically during duration of tour.

November 16-30

Assault

11/25, 510 Main St., Endangering Welfare of Minor, Arrest. Neighbor phoned PSD, stated she'd witnessed male assaulting underage boy. Officers responded to scene, NYPD responded, opened door, child was observed with bruises. PSD officer arrested perp. EMS transported child with mother to hospital. Administration for Child Services was notified.

Trespass

11/17, 688 Main St., Officer observed male on 8th level next to stairwell 8D, who, upon seeing officer, fled into stairway. Other officers responded, searched area with negative results.

11/28, 546 Main St., Arrest. Officer observed young male resident in Senior Citizens' TV room watching TV. Officer placed him in custody, escorted him to PSD, where he was issued a "C" summons and released.

Criminal Mischief

11/16, 580 Main St., RIHM porter reported he'd seen 2 unknown perps breaking bulbs at S7 to 4th floor. Officers responded, confirmed situation, searched area with negative results.

11/17, 688 Main St., Officers saw a vehicle with shattered rear window, searched area with negative results. Motorgate attendant notified car's owner. NYPD prepared report. Victim responded, stated nothing was missing.

11/17, 510 Main St., Female in-house, said her apartment's doorbell was burned and requested NYPD report, could not wait for them; said her son was at apartment. When NYPD responded, there was no answer at door.

11/22, 540 Main St., Female resident phoned PSD, said she'd heard unknown person banging on apartment door, when she checked door, discovered bell was burned and that someone wrote foul language on door with shaving cream. NYPD requested, responded, prepared report.

11/25, hall, 580 Main St., Resident phoned PSD, reported rubbish fire. Officer noticed piece of paper which tenant had extinguished. Carpet was damaged. RIHM informed.

11/27, 560 Main St., Officer saw shattered window inside 4W stairwell. Searched area with negative results.

11/29, lobby, 580 Main St., RIHM supervisor informed officer the front door was shattered and that it was being taped up by service personnel. Officer searched area with negative results.

Disorderly Conduct

11/22, "V," 580 Main St., Arrest, Officer responded to scene for disorderly youths in stairwell. They were warned to stay out of hallway. Officer was dispatched again to scene, three youths were escorted to PSD, one female was issued 2 "C" summonses, two youths were released after Youth Officer spoke with them.

11/24, 625/595 Main, Officer responded to lobby for report of youth throwing food in lobbies, elevator and 595/11th floor. Upon being asked to leave youth used foul language, refused to pick up food, was transported to PSD, where he was issued two juvenile reports and released to mother.

Harassment

11/16, 400 Main St., Female store owner in-house, complained two unknown male youths, with whom she's had problems at her store, had thrown soda at her. Victim refused NYPD. Officers escorted her to subway.

11/20, 4 River Rd., Female resident in-house, complained about 20-year old female who is harassing her underage daughter. Complainant's mother spoke few months ago with the former's mother, but harassing has resumed. Woman refused NYPD.

11/27, 540 Main St., Mother of underage girl in-house said her daughter had been slapped by another youth, while fighting with another girl. Situation solved amongst parents. NYPD prepared report. Youths released to parents/guardians.

Grand Larceny Auto (attempted)

11/24, Street, 645 Main St., Officer responded to scene of attempted larceny by six non-resident youths, who were using hanger to gain entry into vehicle. Upon being told to stop, pushed his father at him and fled. Search was conducted with negative results. NYPD, EMS were refused.

Petit Larceny

11/17, 200 Main St., Goldwater employee phoned PSD, said she'd taken livery cab from Astoria, had been arguing about the fare. Upon arrival gave driver $20 bill, which he took, did not give her the $10 change and drove away. Victim will go to 114 Pct. on own.

11/25, rear of 543 Main St., Female in-house, said she and underage girl were sitting on bench, when four males picked up scooter (valued at $100) and one of them rode off with it. Officers searched area with negative results. NYPD refused.

Fire

11/17, 575 Main St., Officers responded to underneath stairs at scene for report of rubbish fire, which they extinguished.

Found Property

11/19, 619 Main St., Anonymous person handed over to officer wallet found in street containing US$109, several credit cards and other miscellaneous documents. Property secured at PSD.

11/26, Hempstead, Long Island, off-Island, Resident male in- house, said he'd found purse in parking lot of a mall in Hempstead, Long Island. Purse contained pager, cellular phone, keys, $2.42 in coins and other miscellaneous items. Officer contacted cellular phone company representative who stated he would contact victim. Purse secured at PSD.

Investigation

11/16. 510 Main St., RIHM super in-house requested PSD officer respond to apartment previously vacated, door of which he found unlocked. They entered apartment,z saw lock mechanism damaged but apartment vacant. Super had lock replaced.

Property Damage

11/24, 8C, 688 Main St., Officer noticed car with smashed front end and other damage. Motorgate supervisor spoke with owner's brother, who will contact him. NYPD refused.

Smoke Condition

11/30, 510 Main St., Officers responded to scene for sounding smoke alarm, requested all residents open apartment doors to ascertain their safety. Officers checked floors above 13 and from 13 to 7 with negative results. RIHM super at scene on 13th floor, tenant had burned food on stove, causing smoke condition.
