Sept. 18-30, 2000 Robbery 9/30, west seawall, 575 Main St., arrest, male resident phoned PSD, stated that while riding his scooter at west seawall, an underage youth came out of bushes, wielded a gun, demanded his money, which victim gave to him. Perp instructed victim to ride off and not to look back, perp fled. Victim proceeded to 625 Main, had concierge contact PSD, giving them a brief description of perp. Officers searched Roosevelt Island, saw youth fitting description running north from Northtown Park towards 2/4 River Road. Officers approached youth, victim, who was in PSD vehicle, immediately identified him. Victim informed officers he had $60 in cash in wallet, misc. items: identification, credit cards, etc. Neither wallet nor gun were found on perp. Officer escorted perp to 19th Pct. and to central booking, where officer and perp spoke with ADA, and youth was charged with robbery first degree. Perp's mother was notified. Victim did not sustain injuries during robbery. Criminal mischief 9/18, Nurses' quarters, 400 Main St., RIOC ACA (Access Control Administrator) informed PSD unknown person had made a hole in front of old garden gate. Officer responded confirmed damage, searched area with negative results. RIOC grounds personnel to repair gate. Subsequently aca reported he had fixed hole in gate. 9/18, Nurses' quarters, 400 Main St., officer at scene to give access to contractor, found wooden door open with broken lock and hasp attached. RIOC engineer, ACA responded. Officers searched area with negative results. ACA repaired door, lock and hasp and added another lock and hasp at top of door. 9/19, hall, 580 Main St., arrest, officers responded to scene for shattered window/possible aided. Saw broken window, but no perp. Reporter informed officers he had seen a tall male fleeing area. Sgt. observed perp exiting the 576 courtyard with cuts on left hand and right wrist, escorted him to PSD. EMS responded, treated perp at PSD, but he refused transport to hospital. Youth informed Sgt. he had punched window in anger. He was arrested. RIHM employee responded, as well as supervisor, who was unsure of window's value. 9/20, apartment door, 580 Main, resident informed officer that unknown person had burned doorbell of apartment door. Officer checked area for other damage with negative results, 911 notified. NYPD responded, prepared report. 9/21, lobby, 546 Main St., officer noticed cracked glass at scene, searched area for person(s) throwing objects with negative results. RIHM employee taped up glass. 9/23, hall, 4, 580 Main St., officer responded to scene and found apartment doorbell button burned and two small burn marks on hall carpet. NYPD refused and RIHM super notified. 9/24, 7th floor bicycle room, 540 Main St., arrest, officers responded to locked 7th floor bicycle room and were unable to gain entry. Attempts to take door down proved unsuccessful. Resident opened adjacent apartment and stated he had repeatedly asked RIHM to clean up room with negative results. Therefore, he had cleaned out room, and placed his own locks on door of bicycle room. NYPD responded, prepared report. Perp was subsequently arrested by PSD officer on Monday, 9/25. 9/25, lobby, 580 Main St., RIHM super in-house, said front door lobby glass had been shattered. Officer responded and observed RIHM employees removing door for repairs. 9/26, Motorgate, 688 Main St., male resident phoned PSD, requested insurance report be written - unknown person had slashed his vehicle's four tires. He wanted to see Motorgate tape of people entering and leaving Motorgate, was informed that was not possible. Victim then refused to give more information, stating he'd handle it himself. 9/26, Capri, 532 Main St., officers responded to call from Capri mgr. for report of cracked window. Reporter stated unknown youth had told him unknown youth had broken window. Reporter did not see the latter. Officers searched area with negative results. NYPD refused. 9/30, sidewalk, 694 Main St., RIOC employee responded to scene, checked parking machine #6, found there were 4 pennies jammed into bill slot, preventing paper currency from being inserted into machine. Coins were removed, but mechanism will have to be checked on 10/2. Harassment 9/19, sidewalk, 543 Main St. RIOC employee in-house, reported island resident had threatened him with physical violence if he did not stop using jack-hammer. RIOC's facilities supervisor at scene. Perp had left scene prior to PSD being notified. NYPD responded. PSD, NYPD went to perp's apartment, there was no reply. A search of the area for perp was negative. NYPD instructed victim to contact them if another incident were to occur. 9/19, hall, 510 Main St., resident female in-house, stated underage youth is harassing her. Victim wants our youth officer to contact youth's mother. Director advised victim to call PSD immediately whenever youth harasses her. Matter is being referred to PSD's youth officer. 9/27, sidewalk, 546 Main St., (cross-complaint), two island residents in-house, #2 stated he was sitting on bench when #1 (female) approached him and used foul language towards him; #1 said #2 is harassing her. Both parties appeared agitated. Both complainants had their own witnesses to corroborate the incident. They both refused NYPD. Other Aided Alarm response 9/25, 40 River Road, officers responded to alarm ringing at scene, Manhattan Park super let them in. Upon entering they saw bedroom, living room windows open, they closed them. No one was in apartment. Apartment re-secured. There were no signs of forced entry into apartment. Assisting NYPD 9/28, 560 Main St., NYPD officer from Warrant Division requested assistance from PSD officer in finding apartment; they knocked on door several times, there was no reply. NYPD had picture of wanted perp. They searched Island with negative results. Criminal possession of marijuana 9/28, courtyard, 555 Main St., officers observed three youths smoking marijuana in underpass, escorted them to PSD. Two underage youths became disorderly and were issued juvenile reports. Another youth had five envelopes of marijuana in his possession, he was arrested, transported to 19th Pct. for processing. Criminal trespass 9/30, 531 Main St., arrest, male resident phoned PSD, stated two youths (one resident, one non-resident) had broken into his apartment after having had a verbal dispute with his daughter and her friends (who were on apt's terrace, the youths down in street). One youth was arrested, the other, under age, was issued a juvenile report and released to his mother. Dispute 9/19, hall, 4 River Road, (Verbal), officers responded to scene of verbal dispute in hallway among 3 residents. NYPD refused. 9/26, lobby, 688 Main St., (Verbal), Motorgate employee reported 2 men fighting. Upon officers' arrival, they saw 2 men having a verbal dispute. Dispute was over alleged damage to male #1's vehicle. When officers inquired, they both said ūnothingū and went their separate ways. NYPD was refused by both. Found property 9/19, 20/30 River Road, Manhattan Park concierge reported to central that child's (red and black) bicycle had been left unattended in park in front of 20/30 River Road. Officer brought and secured bicycle at PSD. 9/20, 580 Main St., RIHM super informed sgt. he'd entered vacated apartment and found RIHM's bucket/mop wringer, mop, as well as ID card of RIHM Maintenance employee, which he'd lost. Items turned over to super. 9/20, PSD, 552 Main St., officer reporting for duty found a purse on counter with $17, resident's driver's license and credit car and misc. other items. Officer phoned owner, left message. Subsequently owner in-house, retrieved her purse. 9/23, lobby, 555 Main St., resident in-house surrendered wallet containing Metro and school cards, and misc. pieces of paper. Wallet secured at PSD. Concierge at 10 River Road notified victim. 9/23, 750 Main St., anonymous youth in-house turned in a roller scooter that he found at Octagon Park. Officer responded to park to see if he could locate owner, with negative results. Scooter secured at PSD. 9/26, Unknown Roosevelt Island female resident in-house turned in 1 silver metal ring, refused to supply further information. Ring secured at PSD. 9/30, soccer field, 694 Main St., resident in-house turned in a 35 mm. camera with case, which was secured at PSD. Hazardous condition 9/20, 2 River Road, Manhattan Park employee phoned PSD for report of foul odor emanating from apartment. Officer responded with him and handyman. Odor was confirmed. They entered apartment and found feces in all rooms, apartment very dirty, garbage on kitchen floor and three cats! Apartment was unoccupied. Manhattan Park General Manager was advised of situation and stated they've had a sanitation problem with tenant before. Investigation 9/19, 694 Main St., officer responded to U.S. Post Office for alarm sounding/flashing lights. Officer searched area for any people and/or unsecured doors with negative results. Postal Police sgt. responded, stated faulty zone sensor alarm could have been set off by build up of heat. Alarm has been activated twice last week. 9/20, 559 Main St., resident in-house to register a complaint about resident's account being closed by commercial establishment, and was referred to legal counsel of her choice. 9/21, 587 Main St., RIOC's General Counsel notified PSD there were two persons working inside Westview school, laying cable for TV service. They were unaware that the Westview school was not RIHM property. Apparently the lock to the side door was not working. RIOC's ACA will repair same. Nothing appeared to have been damaged. 9/22, 4 River Road, Manhattan Park management requested escort of Maintenance crew for repairs of Housing Court-specified repairs of apartment. Deputy, officer, Manhattan Park personnel and one source pest control exterminator at scene. Attempts to gain entry into apartment proved to be unsuccessful. Tenant was not there. Case referred again to Housing Court. 9/24, Blackwell House, 500 Main St., female resident in-house, stated she was riding her bicycle, when youth demanded bicycle. She continued riding, then youth tried to grab it, causing her to fall from bicycle. Officer responded, escorted youth to PSD. Youth said woman had fallen off bicycle and he was trying to assist her and he thought it was a misunderstanding, because of language barrier. Youth's father responded, he and victim spoke. Sgt. mediated conversation. Victim refused NYPD, EMS. 9/25, bicycle, 540 Main St., follow up report to arrest for criminal mischief of 9/24. Officers responded to 7th-floor apartment to gain entry into bicycle room to correct damage done in apartment and room's door. Officers given entry into apartment by friend of perp. Wall was re-sealed, dead bolts removed from door and locks changed by RIHM employees. 9/28, several apartments, 595 Main St., RIHM and officer responded to several apartments to check terraces with flower pots on them, because of previous pots having fallen off terraces, causing a hazardous condition. Several terraces were cleared of flower pots. Officer noticed that many terraces on 625 Main have flower pots on them. 9/29, 4 River Road, officer escorted Manhattan Park personnel to apartment to carry out Housing Court repairs. Tenant did not answer the door. They were advised to refer matter back to Housing Court. 9/30, 40 River Road, concierge phoned PSD re a report of man trying to commit suicide. Upon officers' arrival, they saw a male standing at living room window which faces the west channel. His wife and son were in apartment. The former said that everything was all right. Officers left apartment. 9/30, bushes, 2/4 River Road, follow-up to ir #21271 previous robbery. While officers were searching for weapon used in earlier robbery, they found a handgun. They contacted victim of robbery who said gun used had been a small silver handgun. NYPD responded, unloaded weapon and took same. NYPD evidence collection team was notified. Weapon was checked for prints by NYPD, none were found. PSD officer vouchered weapon. Lost property 9/28, Motorgate and Gristede's, 688 Main, female in-house, said she'd lost wallet while walking on Roosevelt Island. Wallet had identification, Social Security card, no currency. Victim said she would file report with NYPD. Property damage 9/26, west seawall, 30 River Road, officer noticed yellow paint splattered in rear garden and west seawall. He checked school parking lot and commercial lot for car with paint, had negative results. Officer contacted Manhattan Park Maintenance mgr., who said area would be cleaned, but slight residual paint would still show. Recovered stolen vehicle 9/22, 2/4 River Road and 645 Main St., PSD officers responded to report of vehicle possibly broken into. Upon arrival, they found brick in rear seat. Upon inspection car appeared stolen, 911 called, 114th Pct. too busy to respond. Detective squad ran car's info. through system, vehicle had been reported stolen on 9/17. NYPD responded, prepared report; car had mismatched plates. NYPD had vehicle towed. Reckless endangerment 9/24, 10 River Road, anonymous male phoned PSD, stated that unknown perp had thrown small unknown object from 10 River Road rooftop. Officers responded, searched rooftop and 18th floor terrace with negative results. Officers searched courtyard area for possible thrown object with negative results. Complainant refused NYPD. Smoke condition 9/29, 580 Main St., officer saw large cloud of smoke emanating from rear of bldg. Officers and RIHM Maintenance personnel then entered apartment, found an unattended pot had been left on top of the stove. They removed it. Unsecured premises 9/23, 548 Main St., patrolling officer discovered front entrance unsecured. Officers searched main entrance hall, elevator, basement areas and all appeared in order. President of RIJC notified and door was locked and secured. 9/29, 566 Main St., while patrolling, officer noticed door unlocked at old Eastwood school. Other officer responded, conducted search with negative results. School door was locked and secured.
