July 1-17, 2000 Criminal Mischief 7/1/00, hall, 4th floor, 560 Main St. RIHM employee noticed small hole in partition between #414 and #412. Reported it to PSD. No one was home, condition corrected. 7/3/00, basement, 555 Main St. RIHM employee informed officer that unknown person had broken extension wall at laundry room. NYPD report refused. Officers searched area with negative results. 7/4/00, hall, 4th floor, 580 Main St. Officer noticed broken window at scene. RIHM supervisor was notified, taped same with plywood and area cleaned up. 7/7/00, sidewalk, 400 Main St. RIOC bus driver in-house, said unknown person had exited bus #3, kicked front glass door causing it to crack and walked to subway. Officers responded, searched subway with negative results. 7/15/00, laundry, 575 Main St. Concierge phoned PSD, stated washer #1 was broken. Officer responded, found coin deposit slot hanging from machine, but coin bank was intact. RIHM super was notified machine had been in order at 12:00 midnight, but found broken at 6:30 a.m. Reckless Endangerment 7/2/00, 4 fl. hall, 560 Main St. Male stated two youths (male, female) had thrown glass bottles at him, but missed. PSD responded. There were no injuries, and victim refused NYPD report. 7/5/00, #150, 580 Main St. Officer responded to scene for report by resident of fireworks being set off. In fact, officer saw fireworks debris upon arrival, searched area with negative results. 7/10/00, 555 Main St. Resident in-house, stated she had been struck on back of head with a rock while in kitchen that faces west. Victim was accompanied by 2 youths, who saw 2 other youths running north along west seawall. Officers responded, searched west seawall with negative results. The 2 youths (witnesses) refused to accompany officers in vehicle and refused to identify themselves. Victim refused NYPD and EMS. 7/13/00, outdoor, 536 Main St., theater, opp. Aided (2) Female resident (victim #1) approached officer, stated that while rehearsing at outdoor theater, unknown person had thrown rock, which hit her on left forearm. Officer did notice red mark on womanžs forearm and some swelling. Officer escorted victim to location and found victim #2 on ground, bleeding from chin; she stated she had run to assist her friend and tripped. EMS responded, transported both victims to Mt. Sinai. Officer could not determine from which direction the rock had been thrown or who had thrown it. Harassment 7/2/00, front of building, 4 River Rd., Aggravated. Officers responded to scene, where male and female were at front of apartment in verbal dispute. Woman stated he was ex-husband, she had not lived with him for 2 months and was demanding entry into her apartment. NYPD obtained ID from male, he was asked to leave R.I. Female was asked if she had been threatened, she replied no. While NYPD still in apartment, perp telephoned, threatening the female. NYPD prepared domestic complaint, aggravated harassment reports on perp. 7/4/00, street, 625 Main St. Male resident informed officer that female resident had insulted him and by grabbing his arms intended to have him follow her. NYPD refused. 7/9/00, 580 Main St. Resident in-house, said unknown person had written obscenities on front door, which she removed, and added unknown person rings bell late at night. NYPD was refused. Sgt. advised resident to call PSD when someone rings bell at night. 7/14/00, rear terrace, 560 Main St. Officer responded to scene for a call of light bulb having been thrown, investigated and found it intact on terrace. Complainant stated that various other disgusting items are being thrown from above to her terrace. Officer checked 2 apartments above there was no reply. RIHM being advised of situation. 7/17/00, Sea Walls. Female resident in-house complained that while she was jogging along west seawall. She was harassed several times by two males near sea wall and Blackwell house. The woman began running again, entered PSD. PSD officers searched area with negative results. One officer responded to 4 River Rd, security guard reported having seen two males fitting perpsž descriptions enter the building, but was unable to supply the number of apartment that was their destination. Victim was shown photo I.D. book with negative results. NYPD responded, prepared report. Grand Larceny Auto 7/6/00, level 4, Motorgate. Arrest. PSD officer called for assistance regarding a vehicle driving at a high rate of speed inside Motorgate, hitting roof beams damaging them, as well as the vehicle. The first officer reported having seen a resident male run away from car. Description and direction radioed to all officers. Perp was apprehended and identified. NYPD notified, responded. Vehicle had been stolen within the boundaries of the 115 Pct. on 7/4. PSD officer placed him under arrest, transported him to 19 Pct. for processing and ultimately to central booking. Fire 7/4/00, D, 4 fl., 510 Main St. Officer notified of smoke coming from scene. Another officer responded, extinguished fire emanating from insulation around pipe. RIHM notified. 7/7/00, west seawall, 531 Main St. Rubbish - Officer responded withreporter to scene of two small fires, one in trash can the other in the bushes. Other officers responded and extinguished same. There was no property damage except to trash bin. 7/17/00, sidewalk, 575 Main St. Rubbish - Officers responded to scene for strong smell of smoke. They searched area, found rubbish fire at front steps, which they extinguished. There was no property damage. Found Property 7/2/00, 250 Main St. RIOC employee in-house, stated hežd found wallet near a trash can at scene. The officer inventoried misc. contents of same, credit card, driveržs license, some clothing and 72 cents in coins. Owner was contacted, responded to PSD, retrieved wallet, stated that US$80 was missing, as well as a Bell Atlantic phone. 7/2/00, Blackwell bench, 500 Main St. Anon male turned in wallet with misc. items, US$10.25. Victim retrieved property at PSD. 7/6/00, Blackwell sprinkler, 500 Main St. Resident in-house turned in silver metal quartz watch, which was secured at PSD. 7/17/00, west seawall, 551 Main St. RIHM employee in-house, brought in girlžs bicycle hežd found near Island House pool, which was checked for RIHM registration number but it had none. Property Damage 7/15/00, B-14, E-2, 625 Main St. Officer noticed that handle of exit door of B-14 was missing, causing door not to be used. Officer also saw a hole in wall in E-2, said door had been forced backwards, splitting door stopper, and also damaging light fixture. Officer searched area with negative results. Smoke Condition 7/13/00, 560 Main St. Officer responded to scene, where he noticed smoke in hall and a female in open doorway of apartment, from which smoke was emanating. Resident stated she had inadvertently spilled grease on open flame. No injuries were incurred. 7/16/00, 555 Main St. RIHM super phoned PSD, reported smoke condition. Officers responded, super stated condition was corrected. Tenant had left stove on with pot cooking - did not turn off stove before leaving apartment. There were no injuries or property damage. Super locked and secured apartment. Vehicle Accident 7/8/00, Street, 400 Main St. Officer responded to scene involving PSD Vehicle #1 while driving north-bound, who was struck by truck when latter stopped and then backed up. PSD car incurred damage to front end, no injuries. 7/14/00, exit, 688 Main St. Witness and person involved in accident (non resident female), while exiting M/G, accidentally dropped $20 bill after paying, she stopped vehicle to retrieve bill, but put car inadvertently in reverse, car was moving in reverse, knocked her to ground, proceeded to hit 3 safety barriers and collided with a parked car. Both vehicles sustained some damage. NYPD responded. The woman refused medical assistance. 7/15/00, east seawall, 200 Main St. Officers responded to scene for complaint emanating from sergeant at Goldwater police. They found one broken bench, one downed tree and one damaged tree. They contacted Goldwater sergeant, who said he had received information that tractor trailer with front and back license plate that did not match had caused the damage and driven off. He further stated additional info could be obtained from Goldwater administration on 7/17. Verbal Dispute 7/1/00, 580 Main St., Domestic - While PSD officer was on patrol, he was approached by two NYPD officers about domestic dispute at scene. PSD had not received the call, but officer accompanied NYPD to apartment. Father stated he and his under age son were having a dispute about the latteržs undisciplined behavior. Father had placed a call to NYPD, to have the matter on record. 7/4/00, 580 Main St. Officer gave access to NYPD officers to building, accompanied them. Mother of under age youth stated she wishes to have him legally removed from apartment. The son reportedly left with back pack, stated he would return in a couple of days. NYPD prepared a domestic report. 7/5/00, 546 Main St. Officers responded to scene, where RIHM service employee stated ambulette driver was abusing him, because he had taken too long to open apartment door. Officer requested ambulette driveržs employee I D, which had expired. Officer contacted employer, who verified driveržs employee identification. Both parties refused NYPD. 7/5/00, 560 Main St. Domestic - Officer responded to scene, found underage youth outside apartment attempting to gain entry, where stepfather was refusing youth entry. Youth was escorted to PSD and Y.O. spoke with youth and mother. Stepfather stated he was not pleased with the way youth treats younger children. Y.O. will investigate matter. Youth returned to mother. 7/12/00, Manhattan Park office, 30 River Rd. Manhattan Park administrative employee phoned PSD, stated that a resident was having a verbal dispute with Leasing Mgr. PSD officer responded, upon his arrival the perp was not acting in an irrational manner and left shortly thereafter. 7/15/00, #724, 560 Main St. No-resident underage female informed officer that her underage sister wanted to fight with her. Mother was at scene, as well as PSD Y O counseling the youths, who were released to mother. Investigation 7/3/00, 645 Main St. Non resident in-house, registered complaint against Asst. Custodian not giving her access to her classroom, and requested PSD report. 7/4/00, patio, 560 Main St. Female resident phoned PSD, complained that unknown person had thrown trash on to her patio. Tenant informed RIHM Mgr. 7/4/00, laundry, 556 Main St. Resident female informed officer that when placing quarters in machine #6, the slot had come out. RIHM employee taped machine slot. 7/10/00, Chase, 619 Main St. RIHM super in-house, said doors at Chase appeared to be ajar and there was a possible flood at scene. PSD officer responded and confirmed both. PSD contacted personnel at Chase van, who stated they would respond. Officer posted at Chase until Chase securityžs arrival. 7/10/00, #LL-41-terrace, 625 Main St. Officer responded to scene for objects thrown from 2 floor of building stated several "disgusting" objects are constantly being thrown from above apartments. Officer went to apartment above, spoke to resident who said he did not have children. Matter referred to RIHM. 7/10/00, #150 patio, 580 Main St. Officer responded to scene for report of unknown person throwing garbage on to patio, which was littered with broken plate, forks, food remains and broken ceramic plate. Officer not able to ascertain from where trash emanated. 7/10/00, amphitheater, 540 Main St. Unknown complainant in- house, stated while conducting a play at scene, unknown male threw fire cracker, causing disturbance. He reported incident one hour after it occurred, left officer refusing to leave any other info. 7/12/00, street, Thrift Shop, 510/520 Main Street. Resident phoned PSD, stated she was in front of 510 when male approached her and starting speak to her, she tried to walk away, but he grabbed her arm. She entered Thrift Shop, he followed. Victim phoned PSD. Officer responded, she refused to press charges. Male provided ID and officer escorted him to his apartment. The man appeared to be emotionally disturbed. 7/16/00, Motorgate. Officer noticed that wooden arm to electric gate was broken and lying on floor. M/G attendant was questioned and he stated he had not heard anything unusual. Officer searched area with negative results. 7/17/00, #124, 560 Main St. Resident in-house stated that while in apartment, unknown person opened her top lock. She called out and person left. She did not know who it was. RIHM changed bottom lock, resident had top lock changed. Water leak 7/7/00, 580 Main St. RIHM employee in-house for escort to drill lock, tenant not at home. Bathroom sink was overflowing. Another resident had water on the carpet and in front of of apartment. Former returned, officer advised her that lock had to be drilled, because of water leak and that it had been repaired. 7/10/00, Octagon, 750 Main St. Anon. male phoned PSD, reported flood in Room B at Octagon comfort station. Officers did notice water emanating from floor drains. Contacted RIOC supervisor to correct condition. Other 7/7/00, Octagon tennis, 750 Main St., Tresspass Officers responded to scene with reporter for two persons at tennis courts without permits, who were just leaving. They were warned, due to lack of signs against trespassing. 7/12/00, 580 Main St., Flooded apartment. Resident phoned PSD, said water was coming out of bathroom walls and flooding floor. RIHM super responded and water was emanating from another apartment that had overflowed toilet, which was stopped. 7/16/00, east seawall, 580 Main St., Graffiti. Officer observed graffiti at scene. 7/13/00, street, 579 Main St., Intoxicated male. Officer observed victim, who appeared to have been intoxicated, asleep in wheelchair at scene. EMS was requested and responded, transported him to Mt. Sinai. This in chronic problem, victim is patient at Goldwater and G W police refuse to pick up patient. 7/17/00, elevator, 625 Main St., Lost/found child. RIHM Mgr. saw unattended underage child riding elevator up and down. She asked the boy where he lived, he said župstairsž but did not know apartment number. Counselor of R I Youth program responded; stated the boy belonged at Youth Center and must have run out without consent or telling the counselor. When asked why, he replied his mother lets him do whatever he wants. Mother responded, was informed of occurrence, and picked up the child.
