Public Safety Blotter May 2000 5/1, Found property, RIOC red bus. Anonymous female in-house, turned in cellular telephone. She had called owner to advise her she had found it. Subsequently owner retrieved phone at PSD. 5/1, Larceny, phone room, 555 Main St. Bell Atlantic employee said he'd left IBM computer (valued at $1,200) in basement telephone room with unsecured door. Upon returning it was not there. Officer searched area with negative results. NYPD prepared report. Employee stated other contractors also have access to room. 5/1, Dispute, Lobby, 580 Main St. RIHM employee phoned PSD, stated he had been verbally abused by a male in wheel chair while repairing elevator at scene. Man became irate when victim informed him he could not enter elevator while he was repairing it. Officers spoke with both men, victim refused to press charges. 5/2, Criminal Mischief, Laundry room, 556 Main St., Resident informed PSD officer that 3 washing machines had been damaged at scene; officer verified coin boxes were damaged and vertical coin slots had been ripped out. RIHM to be notified on 5/3 and they will call Sebco. 5/3, Noise complaint, 10 River Road. Female phoned PSD, complained about loud noise emanating from neighbor's apartment. Officers responded, verified there was noise, knocked on perp's door, but there was no reply. Complainant advised to report noise to Manhattan Park management. 5/3, Unsecured premises, 501 Main St. Officer noticed store door open, went to door station, retrieved key, secured door. He searched area, all inside doors were in order. 5/4, Property damage, 546 Main St. Officers responded to scene, upon arrival saw large puddle of water emanating from apt. door. Occupant refused to open door due to language barrier. Officer went to video store, owner translated (Korean) and it was determined that kitchen sink was blocked by large pot, causing sink to overflow. RIHM employee cleaned hall carpet. 5/4, Dispute, front of 548 Main St. Female non-resident in-house stated male non-resident had asked her for money, then grabbed her by the waist. Alleged perp said he had not asked her for money and that victim had stepped on his foot and that he grabbed her to prevent her from falling. Victim refused NYPD. 5/6, Lost wallet, Tram. Tram clerk informed officer wallet had been found on floor of Cabin #2 , gave same to officer, who brought it to PSD where it was secured. Subsequently, owner retrieved wallet. 5/6, Missing/found person, 575 Main St., NYPD officer in-house, stated male resident was missing from apt. All PSD officers and NYPD conducted island-wide search w/negative results. NYPD officer subsequently informed PSD man had returned home. 5/6, Rubbish fire, rear of 551 Main St. Officer responded to scene for report of fire and saw small fire, extinguished same. No property damage or injuries occurred. Area searched with negative results. 5/6, Motorgate, level 4D, Attempted grand larceny. Resident phoned PSD, said his motorcycle (unknown value), was not at 4D level where he had parked it. Officers responded, found motorcycle with dent in gas tank at 4D level but at another location. Victim stated he would report same to 114 Pct. 5/7, 36 Avenue Bridge. Resident female phoned PSD, stated that while roller-blading on bridge an unknown woman started to push victim with shopping cart into on-coming traffic, but did not succeed. 5/7, Dispute, 4 River Road. Officers responded to location, where two residents were having dispute over loud music and loud television in respective apartments. Both agreed to comply by respectively turning down music and television. 5/8, Missing property, front of 686 Main St. Non-resident male in-house, reported having left his mountain bicycle (valued at $100) in front of Gristede's. Upon his return, the bicycle was not there. There were no witnesses. NYPD prepared a report. 5/8, Missing property, basement, 555 Main St. Female in-house, said she had left her clothing unattended in laundry room and upon returning, noticed several items (valued at $120) were missing. She refused NYPD. 5/8, Unsecured premises, Motorgate 3A level. Officer found rear door of vehicle ajar. Vehicle contained several items. Motorgate attendant notified of condition. Officer was unable to contact owner, no one answered phone. Vehicle was secured. 5/9, Missing/found person, 560 Main St., Female resident in-house, said her underage son did not return from school. Officer checked school w/mother. Another officer checked grandmother's apartment; boy was there. Grandmother had picked him up at school because he had complained of an unknown eye condition. Boy was returned to mother. 5/9, Unsecured premises, Sidewalk, 552 Main St. Officer noticed mail box was open. He removed 46 pieces of mail from it, secured it at PSD. The mail box had not been tampered with, it had not been locked. Post office was notified. Letter carrier responded to PSD, picked up and signed for mail. 5/9, 580 Main St., Officer responded to scene with NYPD for possible child abandonment. They did not hear any noise from apt., nor did anyone come to the door. 5/11, Reckless endangerment, Stop sign in front of 2/4 River Road. Non-resident and resident males in-house to complain that an unknown youth had thrown a bucket of water into taxi, wetting them both. Officers searched area w/negative results. Victims were asked if they needed EMS or NYPD, they declined both offers. 5/12, Theft of service, 400 Main St. Cab driver approached officer, stated passenger would not pay the fare. Passenger said he only had $2 and wanted to go to ATM, he appeared intoxicated. Officer escorted him to bank, perp's account did not have sufficient funds. Cab driver accepted the $2, did not want to press charges. 5/12, Lost/found property, Gristede's. Female phoned PSD, said she had been robbed at Gristede's of wallet containing approx. $35 and several other items. NYPD prepared report. Next day she was in-house and stated she had found wallet on top of dresser and that she would report it to NYPD. 5/13, Vandalism, Pool, 531 Main St., Officer responded to scene for report of broken skylight window, which was found shattered by Rivercross employee. Amongst debris there was a broken beer bottle. NYPD was refused. Officer checked courtyard area for other damage w/negative results. 5/13, Broken sprinkler, 501 Main St. Officer saw broken sprinkler spraying too much water at grass adjacent to Meditation Steps. RIOC service personnel contacted. 5/13, Laundry, 12th floor, 546 Main St. Officer responded to scene for report of youths playing inside locked laundry room. Officer gained entry and found #4 dryer's #4 glass window and molding on floor (intact). Youths were not there. Subsequently 2 youths returned to retrieve laundry. Reporter stated they were youths who were playing, but she did not see them knock out the dryer's parts. Owner will be contacted by RIHM service employee. 5/13, 510 Main St. Officers responded to scene for possible fire. Resident stated she'd left candle burning and its reflection bounced off wall, which made it look from outside as if there was a fire in apt. She was advised to extinguish candle and not to leave burning candles unattended. FDNY was not needed. 5/14, Domestic dispute, Manhattan Tram Plaza. Victim phoned PSD, stated male known to victim was harassing her. Officer responded, asked man to leave and he complied. NYPD responded and prepared report. 5/14, Larceny, locker room, Racquet Club. Assistant Manager of Racquet Club in-house, said that earlier non-resident's locker had been broken into. Reporter stated US$60 currency, 1 Rolex valued at $2,500 and gold money clip with value of US$400 had been removed from locker. Both reporter and victim stated they would report the matter to NYPD. 5/15, Property damage, Motorgate 3A, Member of diplomatic mission to U.N. phoned PSD, stated his vehicle had sustained a long scratch from right front door to right rear quarter panel. He stated he would report it to 114 Pct. 5/15, East River. Officer responded to south sector when FDNY was seen off Roosevelt Island heading south with lights flashing/alarm sounding. Was informed upon arrival there was a possible body in the water. Harbor/ air patrol conducted search with negative results. FDNY was informed it was an empty derelict boat in water. 5/17, Reckless endangerment, Sidewalk, 580 Main St. Male resident informed officer that unknown perp(s) had thrown glass bottle from unknown window on 4th or 7th floor, which nearly struck him before shattering on the sidewalk. Officer investigated, found two open windows at the 4th and 7th floors. RIHM super at scene, cleaned debris. 5/17, 540 Main St. Resident female escorted to apt. at 540 Main St., where she collected her son's gym bag containing miscellaneous items. 5/17, Property damage, Motorgate 3A. Member of diplomatic mission to UN informed officer that he had noticed an additional scratch over rear wheel extending to rear quarter panel. Motorgate attendant notified. Officer searched area with negative results. 5/17, Arrest, 10th floor hall, 540 Main St. Officer responded to scene in response to EMS being in front of 540. Upon arrival officer observed perp bleeding from right arm and shattered glass on floor. He had punched window, shattering it, after having had dispute with his girlfriend. Perp was transported to Elmhurst Hospital. He was arrested by PSD officer. 5/17, street, 580 Main St. NYPD community officer notified PSD of possible dispute. PSD officers responded, female said boyfriend had grabbed her by hair, she was able to enter her apartment and called 911. CPOP responded, prepared domestic incident report, advised her to obtain order of protection. 5/17, Burglary, Laundry room, 556 Main St., Officer responded to scene where RIHM porter stated that washing machines #4, #5 and #6 had had coin slots broken, and money stolen from #5. There was no other damage. Matter is under investigation. 5/18, Larceny, foyer, 549 Main St. Trellis's owner reported that bicycle used for deliveries, valued at $120, had been removed from restaurant's foyer. 5/18, hall, 516 Main St. Officer observed door had been shattered and glass on floor. RIHM employee cordoned off area. Officer searched area with negative results. 5/19, Lock Tampering, 4 River Rd. Officer responded to scene, victim could not enter apt. Manhattan Park employee and officer responded. Officer searched apt., no one was in apartment, everything in order. Victim stated all was in order. Manhattan Park employee fixed lock. 5/19, 540 Main St., Resident female reported that she was having difficulty with her son and wanted him to leave apt. Officers responded, son was leaving apt. of his own volition. EMS and NYPD were refused. 5/19, Reckless endangerment, Smoke condition, 545 Main St. Female resident phoned PSD, stated she was in kitchen of Roosevelt Island Day School when light bulb burst, sparks flew. No one was injured. FDNY responded, light fixture was faulty. RIHM service advised. 5/20, Smoke condition, 580 Main St. Officer responded to scene. Resident left pot on stove. No damage reported, RIHM super on scene. 5/21, 575 Main St. Officer responded to scene for possible lock tampering. Resident said nothing was missing. Cylinder was loose but cylinder was intact. Island House concierge will write condition report. 5/21, 801 Main St. Unknown man had said to him "the water, the water." Water valve was spouting water. RIOC service employee shut water off. 5/21, Domestic dispute, 4 River Rd. Female phoned PSD, stated she was having dispute with underage daughter who was visiting. NYPD prepared domestic violence report. EMS responded, victim refused treatment. Victim advised to seek order of protection. 5/22, 20 River Rd. Concierge phoned PSD, re alarm sounding at scene. Officers and super responded, gained entry, found resident asleep, alarm turned off. 5/22, Lost property, 4 River Road. Female in-house stated she was missing $500 from bedroom, stated her underage foster daughter had taken same. The latter said she had given money to friend at another apt. Officers went to victim's apartment, there was no reply. Victim did not want to press charges. 5/23, Missing property, 625 Main St., Female in-house, reported she had left small refrigerator (valued at$108) in box in font of apartment; when she returned it was not there. Officer searched area with negative results. Concierge had no knowledge of same. 5/23, Gas Leak, 540 Main St. RIHM super called PSD. Officer responded to scene where two supers were. Locks were drilled out, no one was at home, stove in kitchen was on, it was turned off, windows opened, front door secured. 5/24, Lost/found property, Laundry room, 575 Main St. Resident in-house, said she'd left yellow metal chain in a dryer on 5/22. When she returned to retrieve same she saw a male put his hand in dryer, retrieve unknown object and place his hand inside his shorts. She never saw the chain. NYPD refused. 5/25, lobby, 555 Main St. (Cross Complaint), Two island residents had cross complaints relating to the two dogs owned by one of the residents. 5/26, 4 River Road. Officers responded to scene re wanted youth, who had left scene upon arrival of PSD, NYPD. They searched island with negative results. 5/26, Street, Eastwood. Mother of underage youth phoned PSD, stated unknown female was harassing her daughter at location. Victim engaged perp in verbal dispute and perp left area. Mother of latter told victim to get her mother, not realizing she was at scene. Mother of perp then rushed the victim's mother and PSD intercepted her. NYPD responded, prepared report. 5/26, lobby, 2 River Road. Manhattan Park Assistant Manager phoned PSD, said unknown person had broken window at scene. 5/26, Dispute, 576 Main St. Officer responded to possible break-in. He saw two persons at fence. He inquired as to why they were at scene. They said their belongings were placed there by tenant (his ex-wife and her mother-in-law respectively with whom she'd had dispute.) They were observed until they left area and would retrieve belongings later. 5/26, Found Property, Senior rest room, 546 Main St. Social worker turned in beeper found in men's rest room, it was secured at PSD. Officer called metro-call, owner's information not divulged. 5/27, Found property, Chase Bank, 619 Main St. Anonymous male in-house surrendered Chase bank card, he had found at ATM machine. Officer contacted Chase customer service rep who will instruct card holder to request a new card. 5/27, Smoke condition, 540 Main St. Officer responded to scene. Noticed smoke and burnt food odor upon arrival. Resident had fallen asleep while pot was on stove. There were no injuries. 5/27, Dispute, 571 Main St. Officer responded to Cleaners, where resident stated he'd returned pair of pants which had been damaged. He alleged owner had been abusive, the owner alleged customer had been abusive. Owner agreed to replace the damaged goods. 5/27, Trash fire, sidewalk, 537 Main St. Officer noticed fire in trash can, extinguished same. FDNY not called. Officer searched area with negative results. 5/28, 555 Main St., Officer was called to scene to monitor activities of male non-resident who was endeavoring to deliver his college daughter's belongings and rang the wrong bell. Resident complained. Belongings to have been delivered the next day. 5/28, 36th Avenue Bridge. Non-resident male in-house, said he'd seen two underage boys hitchhiking and enter vehicle at 36th Avenue bridge and were dropped off at Coler Hospital. Officers responded to scene, obtained driver's info. Youths brought to PSD, parents responded to PSD, boys released to them. Sgt. explained the severity of situation to parents and youths. 5/28, Dispute, Community room, 576 Main St. Officers responded to scene for possible verbal dispute between siblings. Sister wanted brother to leave party, officers escorted him out. 5/28, Theft of service, sidewalk, 619 Main Street. Taxi driver informed officer that resident male was intoxicated and did not have money to pay fare. Perp admitted he had no money to pay fare, was placed under arrest. His mother responded, paid fare. Taxi driver dropped charges, perp was released. 5/28, Dispute, 4 River Rd. Officer responded to scene and witnessed verbal dispute. Mother claimed 17-year-old son had hidden shirt (valued at $145) from her. Son claimed he'd won a bet from a vendor. NYPD refused. Matter referred to Youth Officer. 5/28, Lost/found property, Tram cabin, 300 Main St. Female in-house, reported having lost bag containing camera valued at approx. $300 and other misc. items in tram cabin. Officer spoke w/ tram operator, and bus driver. No bag had been found. Subsequently victim called, said unk person from Goldwater found property and returned it to her. 5/30, 8 River Rd. Officer noticed that at Community Center the outside awning and approximately eight glass panels (12 x 36) had been shattered by objects thrown from 4 River Rd. Manhattan Park super stated that on 5/23 at 4 River Road's 15th floor emergency exit, person kicked and broke wire glass window (8 x 24). Officer searched area with negative results. 5/30, Lost property, sidewalk, Motorgate. Officers responded to resident's apt. who had stated she had found a bag containing video camera, a camera, 1 tape recorder, etc. Upon searching bag, officers did not find video camera. They rang victim's bell, there was no reply.
