Text of committee specifications
Capital Planning and Development Committee:
The Capital Planning and Development committee will report
directly to the Board. It will be chaired by one member of the
RIOC Board and will be made up of two additional Board members
and five other individuals, selected based on qualifications
established by the Board. This Committee will advise the Board
on all planning and development activities, including but not
necessarily limited to: South Town, South Point, conversion of
schools, infrastructure and assisted living. It will be the
committee's function to obtain community input, counsel and
advise the Board regarding planning and development issues.
In order to accomplish this the committee responsibilities may
include:
- Planning related activities, including but not necessarily
limited to meeting with planners, developers, government
officials, architects, engineers and consultants involved with
projects proposed, planned and/or implemented.
- Periodically coordinating with the strategic planning
committee regarding planning issues.
- Establishing standards, measuring performance and assessing
management of development activities.
- Reviewing reports and correspondence from RIOC staff on
development activities, and providing advice on related issues
for the Board.
- This committee shall meet at least monthly and report to the
Board Chair and Board, as appropriate, regarding the status of
all development activities. The committee shall also oversee the
development project progress by RIOC staff. Such oversight shall
at a minimum include a listing of significant milestones and
activities, the schedule for their achievement and actual
completion dates.
Members of the capital planning and development committee should
have an interest in working to see the completion of real
property development on Roosevelt Island. Individuals should
have planning and development related experience such as: law,
zoning, accounting, finance, architecture, engineering,
construction, demographics, housing, environmental and business
related experience.
Strategic planning committee:
The Strategic Planning Committee is responsible for advising the
[RIOC] Board on issues related to plans for the development of
Roosevelt Island. This Committee will be chaired by one member
of the RIOC Board, additional membership of the committee will
consist of two additional members from the Board and five other
individuals, whose qualifications and experience will be
specified by the RIOC board. Members of this committee should
have an interest in working towards compiling a viable plan to
move Island development toward fruition.
Committee efforts will focus on providing a consistent,
comprehensive, community-sensitive and economically feasible
development planning process, so that the Roosevelt Island
community may achieve the quality of life and self-sufficiency
needed for the Island to prosper. These efforts may include:
- Providing a framework in the form of formal plans for the
development of Roosevelt Island.
- Establishing priorities, responsibilities and goals for the
implementation of development plans.
- Monitoring the implementation of these plans.
- Evaluating the effectiveness of RIOC's development
activities.
- In developing plans it will be the responsibility of the
committee to insure that such island issues as: security,
transportation, infrastructure needs, parks, retail space,
financial planning, parking, traffic, infrastructure and the sea
wall are properly taken into consideration.
- This committee shall meet at least monthly and report to the
Chairman of the Board and the Board of Directors, as appropriate,
but not less than quarterly, regarding all planning and
development related issues.
Members of the Strategic Planning Committee should have an
